African Institute for Development Policy Science, Technology and Innovation (STI) Policy and Governance Jobs in Kenya;AFIDEP is undertaking a multi‑country study on the governance and financing of key STI institutions in Africa, including science granting councils, national metrology systems, and standards/quality infrastructure bodies. The study will examine how institutional and funding arrangements enable countries to translate continental priorities, particularly the Science, Technology and Innovation Strategy for Africa (STISA), into national policy, effective implementation, and industry uptake.

The Postdoctoral Fellow will provide rigorous research and policy‑engagement support, contributing to comparative, policy‑relevant research while strengthening experience in evidence‑to‑policy translation and stakeholder engagement across multiple African countries.

Scope of Services & Key Tasks

Research Design & Implementation

  • Refine study questions, theory of change, and comparative design

  • Develop/adapt data‑collection tools, analytical frameworks, and QA procedures

  • Conduct literature reviews, policy mapping, and institutional analysis

  • Support fieldwork preparation, data collection, and coordination with partners

    Governance & Institutional Analysis

  • Map mandates, governance structures, and accountability arrangements

  • Assess coordination among government, research institutions, and industry

  • Examine alignment between continental priorities and national policies

    Funding & Financing Analysis

  • Analyse public, private, and blended funding models

  • Assess adequacy, predictability, and governance of STI financing

  • Examine how financing influences research priorities and innovation outcomes

    Data Analysis & Comparative Research

  • Conduct qualitative and quantitative analysis using appropriate software

  • Support cross‑country synthesis to identify patterns and lessons

  • Validate findings with stakeholders and experts

    Knowledge Products & Policy Engagement

  • Draft reports, policy briefs, manuscripts, and presentations

  • Support
    policy dialogues, consultations, and dissemination events

  • Translate evidence into actionable policy recommendations

    Programme Coordination & Reporting

  • Document research uptake, stakeholder feedback, and policy influence

    Qualifications & Experience

    Academic Qualifications

  • PhD (completed within past 5 years) in STI Policy, Public Policy, Economics, Development Studies, Innovation Studies, or related field

  • Exceptional candidates nearing completion may be considered

    Experience

  • Expertise in STI policy, innovation systems, or economic development

  • Strong understanding of African STI frameworks (STISA, Agenda 2063)

  • Knowledge of quality infrastructure systems desirable

  • Experience in policy‑oriented/applied research using mixed methods

  • Record of producing high‑quality analytical outputs (publications, briefs)

    Skills & Competencies

  • Strong analytical, critical‑thinking, and systems‑thinking skills

  • Ability to synthesize complex evidence into actionable insights

  • Proficiency in qualitative/quantitative analysis software

  • Excellent writing, presentation, and stakeholder‑engagement skills

  • Ability to collaborate in multi‑country, multi‑disciplinary environments

  • Commitment to research integrity, ethics, inclusion, and gender‑responsive analysis
