African Institute for Development Policy Head of Finance and Operations Jobs in Kenya; AFIDEP is seeking an experienced Head of Finance & Operations (HoFO) to join its Senior Management Team.

This critical leadership role is responsible for the Institute’s financial health, operational efficiency and regulatory compliance across all country offices and programmes.

The successful candidate will combine deep technical expertise in finance and accounting with the ability to manage diverse operational functions — including administration, procurement, ICT and facilities — while leading and developing a multifunctional team.

Key Responsibilities

Strategic Financial Leadership

  • Contribute to institutional strategic plans and translate priorities into financial frameworks.

  • Lead annual planning, budgeting, cash flow projections and cost recovery.

  • Support resource mobilisation through grant budgets and donor agreement reviews.

  • Monitor financial performance and provide actionable analysis to leadership.

  • Develop and oversee financial, grant and procurement policies.

    Financial Management & Reporting

  • Oversee finance and accounting operations, treasury and cash management.

  • Ensure accurate financial reporting in compliance with IFRS and donor requirements.

  • Present reports and risk assessments to Board and Audit Committee.

  • Coordinate external audits and implement recommendations.

  • Ensure payroll and tax compliance across jurisdictions.

    Grants & Donor Compliance

  • Oversee full grants management lifecycle and donor compliance.

  • Manage sub‑grantee financial due diligence and monitoring.

  • Maintain strong donor and partner financial relationships.

    Risk Management & Internal Controls

  • Design and improve internal controls to safeguard assets.

  • Maintain asset register and insurance coverage.

  • Lead risk identification, assessment and mitigation.

  • Support internal audit function and implement recommendations.

    Operations Management

  • Provide oversight of administration, facilities and vendor contracts.

  • Ensure transparent procurement processes.

  • Oversee ICT infrastructure, systems security and business continuity.

  • Continuously refine financial and operational policies and systems.

    Team Leadership & Development

  • Recruit, mentor and develop Finance & Operations teams across locations.

  • Build financial management capacity among programme staff.

  • Develop
    succession plans to ensure continuity of key functions.

    Qualifications & Experience

  • Master’s and Bachelor’s degree in Commerce, Accounting, Finance, Business Administration or related field.

  • Full professional accounting qualification (CPA, ACA, ACCA, ACMA, CFA or equivalent).

  • Current membership in a recognised accountancy body (ICPAK, ICAM, ACCA, ICAEW or equivalent).

  • Minimum 10 years’ progressive experience in finance and operations, with 5+ years in senior leadership roles within NGOs, research or development institutions.

  • Extensive experience in multi‑donor, multi‑country and multi‑currency environments.

  • Proven ability to lead and develop high‑performing teams across geographies.

  • Advanced proficiency in ERP systems (Microsoft Dynamics 365 Business Central), Excel and financial modelling; Power BI an advantage.

  • Strong knowledge of statutory and regulatory environments in Kenya/Malawi.

  • Ability to present complex financial information clearly to Boards and donors.

    Desirable

  • Experience managing audits across multiple jurisdictions.

  • ICT governance and digital transformation oversight.

  • Familiarity with HR administration and employment law compliance.

  • Experience with grants management and procurement systems.
