Project Summary

  • This is a £250,000 project funded by the Department for International Development (DFID) UK Aid Direct (UKAD) running from April 2018 – February 2021.

  • The project is designed to improve the health and wellbeing of hard-to-reach groups. The project has worked to support adolescent girls and young women (AGYW), female sex workers (FSW) and people with disabilities (PWD) by delivering

  • Improved access to quality sexual reproductive health (SRH), family planning (FP) and HIV services

  • Support for victims of gender-based violence (GBV)

  • Training on life/business skills, and support to set up village community banks.

  • This is a targeted outreach project that has worked through peer educators (the agents of change) and has partnered with government service providers and community leaders.

  • Beneficiaries, stakeholders and duty bearers (police, magistrates, social welfare officers, health practitioners and traditional leaders) have received awareness-raising regarding the equal rights of women and their responsibilities in ensuring women’s constitutional rights are met.

  • The project has worked to provide access to Village Community Bank (VICOBA) schemes, enabling AGYW and FSW to improve their access to credit, their access to the means of production and,
    hence, the means of income generation.

  • Livelihood security via VICOBA schemes aims to contribute to the long-term success of the project, working to open up economic opportunities and thereby increase decision making power among key populations.

    Project Outcomes

    The project has three main outcomes

  • Increase in demand for, and access to, SRH, FP, HIV rights and services for FSW, AGYW, (including PLHIV and PWD)

  • Increase in knowledge and understanding or gender equality, GBV and the rights of FSW/AGYW among health workers and community members

  • Improved access to credit though VICOBA training and business skills for FSW, AGYW (including PLHIV and PWD)

    Purpose of the Evaluation

  • Assess if the project has achieved its objective

  • Assess the efficiency and effectiveness of the project

  • Provide specific recommendations to UCRT (the implementing partner) in the design and implementation of similar projects in the future

  • Expected consultancy contract duration: January 2021 – February 2021. Field research can commence from w/c 11th January. Final report must be submitted by Friday 26th February at the latest. There is no flexibility on this deadline.
