Africa Enterprise Challenge Fund Programme Manager Jobs in Kenya; The Programme Manager provides strategic and operational leadership for the energy portfolio across Kenya, Ethiopia, and Somalia — covering portfolio construction, investment management, financial performance, technical assistance, risk management, donor reporting, and stakeholder engagement. The role leads and develops the Senior Portfolio Officer and Portfolio Officers, ensuring consistent delivery standards and programme impact across all three countries.

Key Responsibilities

Strategic Leadership and Programme Management

  • Lead programme strategy, workplans, budgets, forecasts, and performance targets.

  • Ensure alignment with donor agreements, investment principles, impact targets, and AECF policies.

  • Identify emerging opportunities, risks, and challenges; recommend management responses.

  • Support resource mobilisation and positioning for additional funding.

    Portfolio Construction and Investment Selection

  • Oversee competition design, market outreach, pipeline development, eligibility criteria, due diligence, and investment appraisal.

  • Provide quality assurance for application assessments, financial analysis, and risk reviews.

  • Lead preparation and presentation of investment memoranda.

  • Ensure investments are evidence‑based, commercially sound, and aligned with impact objectives.

    Team Leadership

  • Provide strategic direction, technical guidance, and quality assurance to portfolio staff.

  • Convene regular portfolio performance reviews and track corrective actions.

  • Build team capacity through coaching, mentoring, and professional development.

  • Promote collaboration, accountability, and consistent practices across countries.

    Investment Management, Financial Oversight, and M&E

  • Direct investee management across the full investment lifecycle.

  • Oversee disbursements, milestone verification, compliance, and resolution of performance issues.

  • Provide financial oversight of budgets, burn rates, commitments, and forecasts.

  • Monitor programme and portfolio performance against targets; ensure corrective actions.

    Technical Assistance, Risk, Compliance, and Reporting

  • Support identification and coordination of technical assistance for investees.

  • Maintain oversight of portfolio‑level risks; ensure compliance with AECF requirements.

  • Lead preparation of donor, governance, and investment‑committee reports.

  • Serve as focal point for donor and stakeholder engagement; represent AECF externally.

  • Promote cross‑country learning and dissemination of lessons and impact evidence.

    Qualifications, Skills and Experience

    Academic and Professional Qualifications

  • Master’s degree in Finance, Economics, Business Administration, Development Studies, Renewable Energy, Engineering, Environmental Studies, or related field.

  • Professional certification in project management, finance, renewable energy, or climate finance an advantage.

    Experience

  • Minimum 8 years in investment management, challenge funds, private‑sector development, renewable energy, climate finance, or programme management.

  • Experience managing multi‑country or regional programmes in sub‑Saharan Africa.

  • Strong experience in portfolio construction and investment appraisal.

  • Experience managing grants, results‑based financing, blended finance, or catalytic instruments.

  • Proven experience overseeing investee performance, compliance, risk management, and reporting.

  • Demonstrated leadership of portfolio teams.

  • Experience in renewable energy, productive use of energy, e‑mobility, or circular economy desirable.

  • Strong understanding of clean energy business challenges in African markets.

    Technical and Leadership Skills

  • Strong strategic leadership, portfolio management, investment analysis, and risk assessment.

  • Ability to interpret financial statements, business models, budgets, and forecasts.

  • Strong programme planning, budgeting, monitoring, and reporting skills.

  • High standards of integrity, accountability, and team development.

  • Excellent written and verbal communication skills.
