Background:

The African Field Epidemiology Network (AFENET) is a not for profit, networking alliance and service organization that brings together field epidemiology training programs (FETPs) across Africa working side by side with Ministries of Health, regional and international partners.

AFENET works to strengthen epidemiology and disease surveillance capabilities of African countries that are critical to meeting the requirements of the Integrated Disease Surveillance and Response (IDSR) strategy and the International Health Regulations (IHR).

AFENET is seeking to recruit highly qualified & experienced personnel to serve in the indicated positions below.

AFENET since April 2016 awarded a five year cooperative agreement: Strengthening the Uganda Ministry of Health Capacity to execute its Essential Public Health Functions through Provision of Technical Assistance and Public Health Workforce Development and Institutional Capacity Building in the Republic of Uganda, under PEPFAR.

The recruitment shall be done by AFENET through this advert as well as secondment of the suitable and qualified personnel from the Ministry of Health.

Position:

    Key responsibilities:
  • Work with Ministry of Health Technical programs to support information use from the national DHIS2
  • Uses information system(s) and other data sources in collaboration with technical programs and other state agency program staff to evaluate program and population-based performance, evaluations, and outcome measures.
  • Evaluate necessary changes in existing information resources to
  • Ensure that comprehensive, valid, and reliable data are available for program research and evaluation,
  • Comply with nationally-recognized data standards.
  • Provide technical assistance and training in the use of data in policy and program development efforts with state and local public health agencies and staff.
  • Assist in development of guidelines and templates for promoting data use with in Ministry of Health and its partners.
  • Provide support for effective disease monitoring and surveillance, and decision-making.
  • Establish study methodologies and protocols for collecting, retrieving, analyzing, and maintaining programmatic data across program areas.
  • Examining any public health situation and determining the amount of information to release and what information should be shared with the public.
  • Preparation of materials such as brochures, policy briefs, newsletters that are used to share information the various technical programs within Ministry of Health
  • Development of different guidelines that are used during the sharing of information to the public or the media.
  • Evaluating, organizing, cataloging, classifying, managing and distributing information in a variety of formats with Ministry of Health.

    Qualifications and skills
  • Bachelor's degree in Computer Science, Information Technology, information science, information systems, health sciences.
  • Master's degree in Health Informatics, computer science, information systems
  • At least three to five years' working experience as a business analyst, technical project manager, or in a similar role working closely with stakeholders to define and deliver business requirements for data use.
  • Understanding of the Health Management Information System with knowledge of national and global health issues strongly preferred
  • Familiarity with emerging technologies for web or mobile application development for data visualization and analysis
