AECF Consultancy to Design and Implement the Construction for a Dam for Rainwater Harvesting for Irrigation Jobs in Tanzania


Purpose and Deliverables of the Assignment

  • Tamu Tamu is looking to solve the issues they have been having with unsustainable and expensive water sources for their farm operations and irrigation needs.

  • With their plans to upgrade into more processing activities, and scale farmer reach with quality and timely seedlings, this will require a more sustainable supply of water.

  • Based on a recent water survey conducted on the farm, their current borehole can’t produce enough water for future irrigation needs of the farm.

  • Creating a dam is a more sustainable option, as it will allow retention of rainwater (which otherwise washes away), leading into slow percolation of water into the ground, combating erosion and encouraging regeneration of the surrounding environment and biodiversity.

  • The Tamu Tamu team will need an expert to design the dam, guide construction, train the team in maintenance of the dam, how to control the water level in the event the water in the dam exceeds its capacity, and how to use the system.

    Specific Duties and Responsibilities of the Consultant

    The scope of engagement will include the following:

  • Advice on the exact location for dam construction

  • Design of dam to maximise water collection capacity

  • Overseeing of dam building

  • Advice on pumping equipment and filtering unit to install

  • Training of staff on dam maintenance and troubleshooting

    Outputs and Reporting Requirements

  • Design of the dam completed (2)

  • A constructed dam that can sustainably supply water for farm needs throughout the dry season (45).

  • Training of the local team in the management and maintenance of the dam (1).

  • Develop training and other reference
    materials for continuous training of new and existing employees (1)

  • End of Project report (TA report) – (4 days)

    Qualified consultants are invited to submit the proposal that includes the following:

  • Qualification and experience of the individual/institution.

  • Approach and methodology to undertake this assignment.

  • Previous experience in similar assignment(s).

  • Detailed financial budget (in USD) and work plan.

  • Technical and Financial proposals will need to be submitted as separate documents.

    Qualifications and experience

    The tenderer should have the following minimum competencies for this assignment:

  • Experience in dam building

  • References of previous similar completed projects

  • Civil engineering

    Evaluation Criteria

  • An evaluation committee will be formed by the AECF and shall include employees.

  • All members will be bound by the same standards of confidentiality.

  • The Vendor should ensure that they fully respond to all criteria to be comprehensively evaluated.

  • The AECF may request and receive clarification from any Vendor when evaluating a proposal.

  • The evaluation committee may invite some or all of the Vendors to appear before the committee to clarify their proposals.

  • In such event, the evaluation committee may consider such clarifications in evaluating proposals.

  • In deciding the final selection of qualified bidder, the technical quality of the proposal will be given a weighting of 80% based on the evaluation criteria.

  • Only the financial proposal of those bidders who qualify technically will be opened. The financial proposal will be allocated a weighting of 20% and the proposals will be ranked in terms of total points scored
