Action Against Hunger wants to contribute to the optimal functional performance of National, County, and Community systems through strategic partnerships for innovative nutrition-sensitive and nutrition-specific interventions to achieve its impact. Action Against Hunger is currently implementing activities in West Pokot, Mandera, Samburu, Isiolo, Trans Nzoia, Kakamega, Bungoma and Busia counties.


Action Against Hunger US NGO Food Security and Livelihoods(FSL) Program Officer Vacancies in Kenya

Responsibilities

Support the implementation of food security and livelihoods activities at community level.

  • To know, understand and work according to the program LFAs (Log Frames) and work plans
  • To know and understand the original proposals for each project
  • To be responsible, in coordination with the PM, for the implementation of projects in the community, including agricultural and horticultural production, irrigation schemes, community based disaster risk reduction activities, income generating activities, livestock management and market development and access components of the program
  • To support trainings, workshops, distributions and other program activities in the field
  • To support with the development of culturally and contextually appropriate training materials in topics including improved agricultural methods, staple crop and vegetable production, business management and marketing, range management and community based disaster risk reduction
  • To support with the development and implementation of the training curriculum for the different components of the program
  • To ensure that the beneficiaries understand the program and the necessity for their own contributions:
  • Sensitization in the community and training on what Action Against Hunger expects
    Beneficiary selection according to clear criteria
  • Training of beneficiaries
  • To ensure the appropriate distribution of inputs including the maintenance of comprehensive record for effective distribution monitoring
  • Supervise the allocation, relocation and maintenance of food security stocks and equipment at the base and field sites
  • To identify strengths and weaknesses of the project implementation at the field level and make related recommendations to improve the projects

    Support Collaboration with communities, local authorities and partner agencies

  • In coordination with the PM and county teams, design and conduct all baseline assessments, KAP surveys, and follow-up assessments with concrete feedback findings.
  • Ensure that all assessment data is kept organized in an accessible manner
  • To work closely with communities, local leaders, elders and local authorities at all stages of project implementation
  • To strive to get, and listen particularly carefully to, women beneficiaries’ inputs
  • To represent Action Against Hunger towards partners at the field level when necessary: NGOs, local authorities, UN bodies and community representation (elders, chiefs etc)
  • To establish a positive and cohesive working relationship with the community and direct beneficiaries of the project
  • To support the County government to clearly understand the objectives, requirements and provisions of the projects
  • To improve the participation of the beneficiaries in the decision-making process through management committees, appointed leaders, regular information sessions and administrative structures

    Provide support Supervision, Reporting, Monitoring and Assessments

  • Support the county teams Supervise hygiene promoters, community mobilization team and other hygiene and sanitation team
  • To ensure the effective implementation of monitoring of activities in the area of operation: To ensure the County teams fully understand and can use the monitoring systems.
  • To ensure that data is gathered and entered correctly into information systems
  • To participate in corresponding reports in collaboration with the PM
  • To participate in preparing reports (weekly/monthly) providing updates on field activities and other relevant information in coordination with the PM
  • To participate in data collection and analysis for baseline surveys, assessments, monitoring and evaluation as required and contribute to corresponding reports
  • To assist in developing appropriate methodologies for data collection and analysis as required
  • To maintain regular communication with the PM, including provision of updates on field activities
  • Communicate activity objectives among the county teams and ensure deadlines are met.
  • Discuss problems and progresses in the field using proactive communication on a regular basis
  • Assist in regular evaluations of team members

    Reporting and Program Development

  • Compile program reports on a timely basis in liaison with other program staff; Weekly SitRep, Monthly(statistical
    and narrative), Quarterly and annual donor reports
  • To verify that all reports and data submitted to Action Against Hunger from project activities are accurate and completed. Ensure all team members have the knowledge and resources for field based educational work
  • In collaboration with the Program Manager prepare progress reports, quarterly donor reports, proposals, Program reports project procurement plan and contributes to survey reports.
  • In collaboration with Program Manager and coordination team; contribute in defining technical strategy when required.
  • Participates in the analysis and drafting of activity reports and evaluation of the project.
  • In liaison with the program manager develop project proposal to address County specific gaps
  • Support MOH focal persons on information, data management and reporting through the DHIS
    Participate in the planning, organizing and implementation of surveys, assessments and research studies including post distribution monitoring

    Information exchange and cooperation with all Action Against Hunger interventions and external stakeholders

  • Collaborate with all Action Against Hunger field departments and sectors to ensure the projects are integrated
  • Support the County implement evaluation surveys
  • Collaboration with other Partners, MOH (S/CHMT), INGOs, NGOs, CBOs and the UN working in this area to ensure smooth running of projects.
  • Work in collaboration with the communities and local leaders at all stages of project implementation
  • Document human interest stories and lessons learnt

    Finance, Logistics

  • Prepare cash forecast in liaison with the other program staff in line with the work plans
  • Ensure the expenditure is as stipulated in the budget lines and strict adherence to the budget limits
  • Propose anticipated budget realignment in discussion with program manager
  • In liaison with the Program Manager Monitor budget spending in line with spending plan; ensure diligence in grants utilization including timely spending and value for money.
  • Support the Program manager in monthly budget reviews and suggesting amendments to Finance

    Qualifications

  • Degree/Diploma or technical training in Public Health/ community development or health related field from a recognized institution.
  • Experience from both private and INGO sectors is an advantage
  • Knowledge of main donor requirements including UNICEF, ECHO, EU donors, etc.
  • 1 years’ experience in a similar position.
  • Previous experience in Arid and Semi-Arid lands of Kenya
  • Bachelor’s degree in a relevant field such as agriculture, agronomy, animal science, business development and marketing, environmental/natural resource management or any other related degree plus at least three years’ relevant work experience (project implementation, monitoring, community relations etc)
  • Advanced level of technical knowledge of food security and livelihoods programming, including at least one of the following: agricultural and horticultural production, irrigation, livestock management, income generating activities (IGAs), small and micro enterprises (SMEs), range management, community based disaster risk reduction, agricultural and livestock production, marketing and value chains and cash based interventions
  • Experience of project management
  • Demonstrated skills in staff management, capacity building and community relations
  • Ability and willingness to work independently with a high degree of motivation, result oriented creativeness and adaptability
  • Good report writing and analytical skills
    Knowledge and previous practice of MS Office (Word and Excel are essential)
  • Good communication, interpersonal and organizational skills, including the ability to work effectively in a team
  • Knowledge and experience of assessments and monitoring are an advantage
  • Knowledge of related programs, particularly nutrition and water and sanitation, are also an advantage
  • Good English skills (written and spoken)
