Organizational background:

Action Contre la Faim (Action Against Hunger) has been conducting humanitarian programs in Somalia since May 1992.

Currently, AAH is conducting its humanitarian activities in Somalia focused on treating and preventing malnutrition, increasing access to clean water and appropriate sanitation, strengthening the food-security, livelihoods and thus boosting the resilience of communities in Somalia as well as emergency response via program bases in Somalia.

Responsibilities

  • AAH Somalia is looking for a Somali national to fill the position of Technical Lead-SHINE Supply.
  • The position will be based in Mogadishu-Somalia.
  • The incumbent reports hierarchically and technically to the SHINE Team Lead.

    The Technical Lead-SHINE Supply ’s core responsibilities will include but not limited to the following:

  • Lead collaboration across the project technical teams to identify, analyse, formulate, and implement activities to strengthen key systems (leadership, quality of care ,logistics, and information systems) that support delivery of high quality health and nutrition services among the 10 SHINE districts.
  • Provide technical guidance to MoH Somalia and the health and nutrition teams of Consortium partners for Supply Chain Management, identifying evidence-based approaches that are contextually appropriate to reform the overall ACF Health Commodity Supply System.
  • In collaboration with MoH Somalia and SHINE partners, identify short and long-term technical assistance required for the successful implementation of the planned nutrition and Health activities.
  • Coordinate with other partners and support efforts to address health system strengthening gaps and help build technical capacity within the SHINE partners/MoH in 10 target district.
  • Provide technical support including leadership, monitoring, motivation and management of the health and Nutrition technical teams of MoH and Shine partners
  • Conduct regular evaluation of the skills levels and technical competences of the SHINE health and nutrition teams in performing their assigned duties
  • Support MoH and Shine partners in identifying and harmonizing training needs as well as ensuring the quality and pertinence of training programs established for SHINE Supply Consortium
  • Support MoH/SHINE Partners in managing training activities as envisaged in work plan.
  • Ensure that the health and nutrition teams meet the strategic objectives of SHINE SUPPLY in supporting the targeted areas in both nutrition and health response
  • Ensure that the services provided by the health and Nutrition team are adequate and meet the basic needs of the affected communities
  • In collaboration with MoH Somalia and SHINE partners, support the development of strategies related to health system strengthening, addressing the problems linked to poor health and malnutrition in the Banadir Region.
  • Coordinate and support the smooth implementation of planned nutrition and health activities
  • Ensure that the nutrition and health sections of the project implementation reports include critical analysis and technical sounds
  • Contribute through coordinating with the project team in the development of the nutrition and health sections for future proposals when required
  • Disseminate the information collected to the key partners when required
  • Ensure that positive collaboration and he quality of relations with partners in regard to Shine Supply project maintained throughout
    Represent the Shine at the national and regional level for Nutrition and Health Activities; coordinate and collaborate with MoH, WHO, external consultants and partners.
  • Support and provide technical back stopping to the Meal and program teams during the completion of the monthly and quarterly
    reports.
  • Ensure that reports on any training session and/or workshop organized by the Shine partners is documented and disseminated widely as per the Consortium guidelines
  • Ensure that all technical reports for external release are validated by relevant Technical experts in MoH and Shine partners
  • Contribute to the donors reports: interim and final reports as required

    Responsibilities
  • This job description is not intended to be all inclusive and the employee will also perform other related tasks as required and is responsible for reporting and communication of progress and achievement of the specific assigned task.
  • The employee should be flexible and adaptable with regards to the implementation of the daily work/activities.
  • The employee is expected to conduct all assigned tasks in a very professional manner following Action against Hunger Somalia, staff regulations and charter including promotion of gender equality.

    Qualifications
  • Master Degree in the health sciences, epidemiology or public Health Nutrition, or related field
  • Bachelor’s degree in Health &Nutrition with extensive experience or field related/relevant to international H&N work
  • At least 3 years of proven experience in Managing Health and Nutrition projects, research and surveys as well as humanitarian work

  • Proven technical knowledge and capacity to lead implementation of H&N activities, projects, programs
  • Good understanding of links between emergency and development programs,

  • Ability to manage budgets, understand financial accountability procedures, logistics, and commodity tracking.
  • Ability to work with minimum supervision and to deal with problems and issues both promptly and efficiently.

    Preferred
  • Strong understanding of Health Management information System, Health Surveillance, monitoring and evaluation methods.
  • Experience in health and nutrition program management in emergency set-up including proposal writing, project budget management, reporting and training provision
  • Knowledge of Health assessment, Patient satisfaction surveys and KAP methodologies will be of added value.
  • Willing for frequent travel to mentor and monitor activities.
  • Easily acculturate with remote areas living conditions
  • Ability to absorb and manage workloads and stresses without affecting the quality of the deliverables.
  • Computer and IT expertise highly.
  • Experience in donor reporting e.g. DFID, ECHO, EU, UN Agencies, OFDA/USAID preferred,
  • Experience in hardship postings/complex emergencies, with proven leadership experience; able to work in a fluid and insecure area;
  • Maturity and ability to adjust to harsh living conditions.
