General Assignments / scope of the Role

  • This post aims to strengthen the implementation of Action Against Hunger’s both development and emergency Food Security and Livelihood (FSL) projects including Cash Based Intervention (CBI) across the different locations of the mission’s operational area.

  • The post holder is expected to provide direct technical support to the fields by having frequent field visit and follow-ups.

  • The post holder works closely with Technical Advisors (TAs), cash and voucher specialist and field based Program Managers (PMs) starting from program design, throughout the implementation and until closeout.

  • She/he advises on identification, formulation, implementation, monitoring and evaluation of FSL projects; supports filed based project managers in planning and implementation of cash and voucher based activities; and helps in the production of internal and external narrative and financial reports.

  • Since the role is expected to directly support the organization’s interventions (including cash in crises affected areas) at the field level, approximately 60-70% of his/her time is expected to be spent at the implementation sites/field.

    The Roving Food Security & livelihood Program Manager Objectives and responsibilities are

  • Objective 1: Ensure timely and good quality implementation of the mission’s food security, livelihood and cash activities.

    The Roving FSL PM is responsible for

    • In collaboration with local authorities and community representatives, undertake detailed needs analysis and design appropriate responses to meet needs and strengthen local capacities at the field level.

    • Ensure projects are implemented as per standards (SPHER, Core Humanitarian Standard etc.) and Action against Hunger’s SOPs.

    • Support the day-to-day activities of the program by working closely with PMs, cash and Voucher Specialist and TAs to ensure adherence to donor and ACF policies, mission and regulations.

    • Ensure Manual and procedures are followed during process of projects implementation

    • Conduct regular visits to cash implementation areas and support field staff with the identification and solution of technical issues.

    • Ensure adequate beneficiary data protection is in place.

    • Ensure adequate complaint and feedback mechanisms are in place.

    Objective 2: Maintain effective coordination between Action Against Hunger country office and base offices

    The Roving FSL PM is responsible for

    • Ensure proper coordination with and stakeholders, consortium partners in disbursing cash to selected beneficiaries.

    • Ensure financial documents (MBL, Distribution plan, and distribution list) are submitted to finance team before cash distribution as per the SOP.

    • Support proper project documentation and records, including needs assessment questionnaires/data, certificates of vouchers and cash receipts, consolidated list of beneficiaries, photos etc.

    Objective 3: Support field teams throughout the implementation of the mission’s food security, livelihood and cash activities

    The Roving FSL PM is responsible for

    • Follow up project implementation and ensure effective and timely completion of the planned activities/interventions

    • Conduct regular visits to project areas to verify timeliness, transparency and authenticity of assistance delivered

    • Support field team during Beneficiary targeting and registration.

    • Assist the team in carrying out market assessments and market analysis report in the implementation areas

    • Support cash distribution and make sure the distribution is conducted according to the SOP.

    • Make sure financial documents are submitted as per the SOP and timely.

    • In collaboration with MEAL team and Program Managers, assist the execution of Baseline, PDM, market monitoring and evaluation activities in a timely manner

    • Manage and monitor digital platforms (LMMS and Red rose)

    • Perform any other duties as required

    Objective 4: Undertake activities in the absence of the cash and voucher specialist and FSL deputy TA

    The Roving FSL PM is responsible for

  • Represent AAH in different coordination platforms at
    national level (ATF, ECWG, MTWG) and actively contribute and influence;

  • Ensure timely delivery of external reporting requirements at national level (e.g. 4W)

  • Participate and contribute in proposals
    development

  • Work with PM in reviewing monthly Activity Progress Report (APR).

    Physical Demands

  • While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions.

  • Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

  • Working Conditions, Travel and Environment

  • The duties of the job require regular job attendance at least five days per week.

  • Must be available to work outside normal office hours or on the weekends as required.

  • While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.

    Job Requirements

    Required Qualifications and Professional Experience

  • BA degree / Masters in Agriculture / Animal Health / Development Studies, Economics, Management, and other related fields

    Required skills

  • Good technical knowledge in FSL, CBI, project formulation, monitoring, good analysis capacity, good analytical skill

  • Trained in level 1 CaLP training
    experienced in using and managing digital platforms, like LMMS, Red rose and KOBO
    Computer literate in Word, Excel and Outlook and Microsoft office package

  • Excellent English writing skills – including having control on Microsoft

  • Good understanding of the humanitarian sector (SPHERE standard, guiding principles, donor compliance, etc.)

  • Strong communication (written and oral) and inter-personal skills (ability to work as part of a team in a multi-cultural team and with different stakeholders

    Relevant Work Experience

  • Minimum 5 years of proven experience in the field of FSL and cash and voucher-based programming and program management

  • At least two years of uninterrupted NGO experience in a similar position, preferably in Emergency response.

  • Knowledge and experience on key donor requirements and local contexts have a big value add.
