About the programme

Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sector strategy where nutrition, Food Security and Livelihoods, WASH and Mental Health and Care Practices activities are integrated to have a meaningful impact on people’s resilience.

Action Against Hunger currently operates in 4 different regions (Oromia, Somali, Amhara and Gambella) with a mixed portfolio of emergency and resilience programs.

We have a country team of around 600 staff and 6 main sub offices. At this point in time, our main donors in Ethiopia are: ECHO, Europaid, UNHCR, BPRM, GAC, SIDA, EHF, WFP and UNICEF.

Requirements

Key Activities in Your Role Will Include:

  • In coordination with the Gambella Program Managers, ensure proper program planning and proposal/concept notes development at Gambella level.
  • Encourage Program Managers to contribute to Master Base program BoQs development, closely leasing with Technical Advisors.
  • Support Program Managers in ensuring all program monitoring tools are at place and properly used (PPP; SP; APRs; BFUs), ensuring cross-departmental collaboration where needed;
  • Closely support and follow up Program implementation in line with donor and government Agreements;
  • Facilitate kick-off and closure meeting for grants and programs, and facilitate communication among Program and support department for smooth start-up and closure of programs/grants.
  • Supervise, provide support to and coordinate closely with the Base Finance Manager to ensure proper implementation of financial policies and procedures, including proper documentation, planning and execution of base financial plans and expenditures.
  • Closely monitor Budget Follow-Ups and ensure costs of Programs and support departments are accurately captured and projections are properly done for full budget expenditure.
  • Supervise, provide support to and coordinate closely with the Base HR manager ensuring proper implementation and adherence to HR policies, procedures and guidelines.
  • Supervise, provide support to and coordinate closely with Base Logistics Manager to ensure logistical processes run smoothly and in adherence to Logistics internal and donor procedures
  • As focal point for security management at Base level, ensure implementation of security procedures and directly manage security incidents and reporting with the supervision of Country Director, Deputy Country Director-Support and Country Logistics Manager.
  • Regularly update Base Security Plan documents, including hibernation and evacuation plans, with participation of Security Management Team and program teams as necessary.
  • Provide regular security refresher training for staff.
  • Proactively follow and analyse the humanitarian context development within the refugee camps and the host communities together with the Program Managers and contribute to timely alerting on humanitarian emergencies and assessing capacities to support response, together with Country Director, Deputy Country Directors and Technical Advisors.
  • Actively participate in Humanitarian Coordination meetings with iNGO, NGO, ARRA, UN Agencies, Local Authorities at Gambella level.
  • Ensure regular coordination meetings are taking place at Gambella base level, with regular participation of program and support departments;
  • Ensure successful donor filed visits with support from Country Director and Deputy Country Director-Programs, involving relevant Program Managers at Gambella level.
  • Represent Action Against Hunger towards authorities at Gambella Federal, Zonal and worreda level (UN Agencies, ARRA, DPPFSA, BoFED, RHB etc.) and lead negotiations related to project planning, agreements, extensions etc.
  • Directly line manage Program Managers (Nutrition; Mental Health and Care Practices; Food Security and Livelihoods), Base Finance Manager, Base HR Manager, Base Logistics Manager, MEAL Specialist, Deputy Field Coordinator, Community Advisor.

    Qualifications

    You’re an experienced humanitarian professional

  • You have an advanced University degree (Masters) preferably in humanitarian/Development studies or equivalent
  • You have a minimum of 3 years of humanitarian experience
    in country level senior management/coordination role, in complex emergency / insecure contexts.
  • You aim to deliver innovative, quality programming
  • You have 7 years of relevant experience in managing operations and programs.
  • You are experienced in managing large number of staff of program ans support staff (more than 150).
  • You are familiar with proposal writing for emergency programs and resilience (including assessments, logical frameworks, and work planning) and project development.
  • You possess good analytical skills with ability to positively influence cross-departmental and cross sector working.
  • You are experienced in writing proposals for donors such as USAID, DFID, UNOCHA, BPRM, WFP, UNHCR, SIDA,GAC,UNICEF, and EU/ECHO.
  • You are highly organized & pay attention to small details. You are passionate about finding creative solutions & innovative approaches to long-standing & critical problems.
  • You intuitively adapt how you communicate technical analysis, mission strategy, as well as donor policies & procedures, to suit different audiences - both verbally & in writing.
  • You are able to consolidate & polish contributions from a large team to ensure reports are comprehensive & coherent.
  • You identify & support less experienced technical managers to improve their reporting skills.
  • Your leadership style reinforces trust within your team
  • You are calm under pressure, diplomatic & able to easily adapt to changing circumstances.
  • You model to your direct reports how to adapt your communication style to suit colleagues from other cultures & professions.
  • You are able to adjust your own style to represent Action Against Hunger appropriately with a range of national counterparts.
