Background

  • ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters.

  • REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise.

    Country Profile

  • REACH, has been working in Kenya and regionally supporting inter-agency information management and assessment capacity since 2012. In 2012-2016 REACH supported the development of an early warning monitoring system through training of monitors and support to county analysts for the National Drought Management Authority (NDMA).

  • Since 2017, REACH has been supporting the collection of information in Dadaab refugee camp and in border areas through technical support and assessment coordination services to NRC. In 2020, REACH has implemented vulnerability assessments in Samburu County including needs assessment, infrastructure mapping and capacity building of County officials.

  • REACH has been operating in Somalia since 2012 and has multiple research cycles including two large-scale national assessments (Joint Multi-Cluster Needs Assessment and Detailed Site Assessment) as well as a number of other smaller assessments all aimed at providing intersectoral analysis of the response. In addition, there is a cash and markets team, which provide third party monitoring to the largest cash consortium in Somalia and Joint Market monitoring for the Shelter, NFI and WASH clusters.

    Functions

  • Under the direct management of the Cash and Markets regional Research Manager and technical supervision of the REACH GIS Specialist, the Senior Database Officer is responsible for an accurate, timely and efficient consolidation of the database from the data collected from the field in the cash and markets unit.

  • The Senior Database Officer will be responsible for coding survey tools, performing data quality control, tracking data collection progress, downloading, storing and managing datasets, and contributing to the REACH team in terms of delivering high quality outputs. When available and required, he/she will support with other REACH data collection activities.

    Research Planning:

    • Contribute towards the identification and implementation of effective and adapted data management and analysis solutions for Cash and Markets Unit research in Kenya and Somalia, in line with IMPACT’s relevant research and data guidelines.

    • Support (as designated by line manager) sampling design, creation and management of data collection tools (ODK or KoBo), training on data cleaning and management techniques, support for data analysis set up (specifically conducted in the R environment).

    • Contribute to draft research ToRs with a specific focus on sampling, data collection tools, the data analysis plan, as well as data management plan.

    • Support the development of qualitative and quantitative data collection tools, ensuring requirements of research cycle/assessment are met.

    • In coordination with relevant assessment and GIS officer(s), support construction of quantitative sample.

    Research Implementation

    • When relevant, support the identification and training of enumerators for primary data collection.

    • When relevant, support oversight of data collection, in line with agreed TORs (including their Annexes), including data cleaning processes, checks and data cleaning scripts.

    • In coordination with relevant assessment officer(s), document all changes in data collection that lead to a modification in the agreed TORs, ensuring that the Country management and IMPACT HQ are informed and agree on the modifications.

    Data management, cleaning and analysis

    • Monitor accuracy of data collected in line with IMPACT’s Data Cleaning Minimum Standards Checklist.

    • Cross check data collected in the field, ensure regular updates and solve eventual discrepancies.

    • Manage, update and deploy monthly questionnaire.

    • Maintain, update and expand R-based systems of data management and analysis for data dissemination and reporting.

    • Serve as
    focal point for statistical analysis and quantitative reporting on assessments.

    External Engagement

    • Promote an active use of datasets and research findings by partners and the broader humanitarian community for their decision making.

    • After validation by line manager, present research findings to relevant third parties in order to enhance their use and impact;

    • Ensure that all partner engagement and all external relations are clearly documented and communicated with the line manager and relevant colleagues.

    • More generally, contribute to the creation of a positive image and overall credibility of the organization, notably through the application of IMPACT’s mandate, ethics, values and standpoint with regard to other actors.

    Capacity Building

    • In coordination with Cash and markets research manager, conduct induction for new staff members, including training in basic technical data processing and analysis competencies.

    • Support to the RM in the development and implementation of capacity training plans for data and other team members. He/ she is responsible for setting clear and personalised development goals, and designing training and mentorship plans to assist team members in professional development.

    • Be available to provide regular support and technical backstopping to all teams and units within country office.

    Data Confidentiality and Protection

  • The Senior Data Officer will maintain the strictest confidentiality on all data collected and related processes, ensuring full compliance with IMPACT’s data protection policy and SOPs. He/she will actively take measures to prevent the unauthorized sharing of any information and data belonging to IMPACT and its partners, or collected during his/her assignment with IMPACT.

  • Mainstreaming: Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for site residents, ACTED staff, partner agencies, casual labors)

    Requirements

  • Excellent academic qualifications, preferably a university degree relevant discipline (Data science, Statistics, IT, Database management etc).

  • Advanced experience of data science. Excellent data analysis skills.

  • Advanced knowledge of R, STATA, Python or equivalent statistical software. Proven knowledge of Microsoft office including Word, Excel, and PowerPoint. Knowledge of ArcGIS an advantage.

  • Familiarity with the aid system is required.

  • At least 3 years of relevant working experience in data analysis, database management, tool coding in kobo/ODK

  • Experience working with cash and markets assessment data including management and analysis

  • Proven team management experience and skills; ability to build assessment capacity of team through training and mentoring

  • Excellent communication and drafting skills for effective reporting;

  • Ability to multitask with tight deadlines, on numerous research cycles;

  • Ability to operate in a cross-cultural environment requiring flexibility;

  • Fluency in English required.

  • Ability to operate in a complex and challenging security environment.
