Background

  • The African Christian Health Association Platform (ACHAP) is an advocacy and networking platform for Christian Health Associations (CHAs) and Church Health Networks from Sub-Saharan Africa established through a declaration of commitment by the 3rd Africa Christian Health Associations Biennial Conference held in Bagamoyo, Tanzania in January 2007. ACHAP brings together more than 40 national-level faith-based networks providing services in 32 countries across Sub-Saharan Africa to share resources, establish technical working groups, and provide ongoing training and technical assistance to its members. In addition, governments see ACHAP members as critical players and in many African countries partner with them to provide health support services, even to government facilities and in health systems strengthening efforts more broadly.

  • ACHAP is implementing the USAID/Global Health ACHAP Afya project, which will reduce child and maternal morbidity and mortality in focal areas within Kenya and Uganda. This will be done through implementation of high quality, high-impact community-level interventions in reproductive health (RH); Family Planning (FP); maternal, newborn, child, and adolescent health (RMNCAH); nutrition; and water, sanitation, and hygiene (WASH). The project is initially being implemented in Kilifi County in Kenya and in Arua and Nebbi Districts of Western Nile region in Uganda, with a possibility of expansion to other regions.

  • To effectively implement the ACHAP Afya project, ACHAP is seeking the services of a competent consultancy firm or individual to support the development and initial execution of a project knowledge and learning plan that will enhance our implementation across the project. This consultant will work with central and country-based staff to design the systems for and provide technical support that will enhance our ability to Collaborate, Learn, and Adapt throughout Year 1. The consultant/firm will work with long- and short-term project staff, USAID, and other stakeholders to implement the plan, with an emphasis on internal learning and application, as well as leading project communications and deliverables. The appropriate candidate/firm has experience supporting or leading KM initiatives, projects, or components for USAID-funded projects or other donor-funded health and development projects.

    Terms of Reference

  • Working with project staff, the consultant/firm will assist with the design and implementation of knowledge and learning strategies for FP/MNCH/Nutrition and WASH community interventions in Kenya and Uganda project sites during the start-up and first year of the project.

    Specifically, the consultant/firm will:

  • Lead creation and support implementation of an ACHAP Afya project KM strategy. Ensure KM in project implementation by generating learning resources to share with clients and inform future project activities and establish and maintain clear communication channels for learning and adapting.

  • Working with project staff, develop an annual learning agenda for the project.

  • Develop an internal project database for learning products and project materials on community interventions.

  • Working with ACHAP communications staff, support creation of KM products, such as newsletters, briefs, and other communications products. Ensure all deliverables align with project Branding Implementation and Marking Plan.

  • Monitor, collate, and disseminate information from leading communities of practice within the project or learning hubs.

  • Ensure that key learnings are incorporated in project work plans and new ACHAP activities.

  • Facilitate and backstop webinars and other learning events, as needed.

  • Participate in project team meetings as required.

    Deliverables/Outputs

  • Inception report, including detailed methodology and consultancy work plan.

  • Develops and
    finalizes knowledge management strategy for the project.

  • Support development of project learning agenda.

  • Establish communities of practice/learning hubs or other mechanisms for cross project sharing.

  • Create project KM database.

  • Provides training to project staff on priority elements of KM strategy.

  • Ongoing facilitation of KM project convenings and support in creation of KM products.

    Timeline

  • February – September 2021, with approximately 25% LOE per month

    Required Skills and Experience

  • A Bachelor’s degree plus 6 or more years of experience in knowledge management, facilitation, communications and/or training required.

  • A Master’s degree and experience establishing, strengthening, managing and/or facilitating communities of practice or learning networks preferred.

  • Experience implementing knowledge management, communications, and capacity-strengthening activities for USAID, and experience in health, gender, or community development preferred.

  • Expertise in online dissemination and virtual learning tools and technologies.

  • Experience with fostering peer-to-peer learning spaces, including communities of practice.

  • Experience managing content on websites or KM platforms.

  • Attention to detail, accuracy, and strong time-management skills.

  • Excellent writing and editing skills for both web and print platforms.

  • Experience in formatting documents and using graphics effectively.

  • Success operating in a highly collaborative team environment.

    Proficiency in English required.

  • Fluency in the local language and culture in the locations is an added advantage.

    Proposal Submission Guidelines

    Proposals must include the following elements:

  • A covering letter introducing the submission.

  • A methodological proposal of no more than 5 pages

  • A financial proposal (i.e. budget) in USD. This should be inclusive of all taxes and delivery costs and shall remain valid for (60) days from the closing date.

  • Detailed CVs of applicant (s) or firm’s capability statement, outlining the relevant skills and experience (not exceeding 3 pages per team member).

  • References: Contact details of 3 references who can speak to the candidate(s)’ expertise and capability.

  • Current business licenses, where applicable.

  • Valid VAT and PIN Certificate, where applicable

  • Bidders are encouraged to include any additional information they believe demonstrates added value ACHAP within the scope of this project.

    Travel and Subsistence

  • Where appropriate, any costs for travel and subsistence must be clearly shown in the proposal. However, it is expected that this assignment would be largely virtual. Candidates based in Kenya and/or Uganda preferred.

    Costs Incurred by Prospective Consultant

  • It should be noted that this document relates to a Request for Proposal only, and not a firm commitment from ACHAP to enter into a contractual agreement. In addition, ACHAP will not be held responsible for any costs associated with the production of a response to this Request for Proposal.
