    Market Systems and Private Sector Engagement Lead, Rwanda

  • ACDI/VOCA is seeking a Market Systems and Private Sector Engagement (PSE) Lead for an anticipated agriculture program in Rwanda funded by USAID. This activity will sustainably increase smallholder farmers’ income, improve the nutritional status of women and children, and increase the resilience of Rwanda’s agriculture market and food systems to a changing climate.

  • The Market Systems and PSE Lead will work with private sector actors to build partnerships that strengthen the market systems affecting target value chains. The program is anticipated to start in 2022 and this position is envisioned to be based in Kigali, Rwanda.

    Responsibilities

  • Maintain and develop strong partnerships with private sector actors, cooperatives, partners, government officials, rural finance institutions, and any other associated stakeholders

  • Facilitate the engagement of producer groups and service providers to better access profitable domestic and international market opportunities

  • Oversee private sector engagement and market alliances team to design and implement sector-driven interventions that strengthen agricultural market systems, foster inclusive access to higher value markets, inputs, and services, and expand inclusive business models, integrating gender, climate change, food security and other cross-cutting issues

  • Provide leadership in identifying inclusive market development opportunities, understanding evolving market trends, conducting targeted research on new/potential market channels, business models, or partnerships

  • Lead sector engagement to identify market-based solutions and incentives
    to integrate male and female small-scale producers into efficient market systems

  • Provide technical assistance to agricultural product development via viable market orientation, taking into account the marketing issues related to the transition to high-value products

  • Ensure the private sector engagement team contributes toward meeting project targets, supporting private sector development of market systems that provide equitable benefits

  • Contribute written input to program planning and reports

  • Communicate program results to program staff, donor representatives, partners, and other relevant stakeholders to enable data and experience-informed decision-making

  • Coordinate with cross-cutting services such as communications, GESI, policy, MEL, and training to ensure that PSE activities effectively contribute to the success of overall project goals

  • Champion and integrate a Collaborating, Learning and Adapting (CLA) approach into technical area, across project teams, and among external partners

    Qualifications

  • Bachelor’s degree in business, management, agribusiness, agronomy, development studies, or relevant field is required. Master’s degree preferred.

  • At least 8 years of experience in economic growth, agribusiness development, private sector alliance building, and market systems development.

  • Demonstrated ability to work collaboratively with multiple stakeholders, including government officials, private sector actors, financial institutions, project staff, and/or donor agencies.

  • Demonstrated success in identifying new markets and closing business deals for agricultural products.

  • Experience working on facilitative approaches with producers, public actors, and private sector actors such as buyers, agribusinesses, and financial institutions.

  • Previous USAID-funded project experience with knowledge of the latest developments in advancing good/best practices in value chain development and USAID’s value chain approach is strongly preferred

  • Experience working in Rwanda preferred.

  • Fluency in English is required.

  • Rwandan nationals are strongly encouraged to apply.
