Overview of Resilience Learning Activity

  • The Resilience Learning Activity (RLA), USAID / Kenya and East Africa flagship learning award was fully executed effective October 1, 2019.

  • It supports regional and country-level institutions to conduct and act upon resilience learning for key knowledge gaps in the Horn of Africa, contributing to the region’s Journey to Self-Reliance.

  • By building the capacity of institutions to improve analytical capacity, increase the evidence base for resilience programming, and strengthen Collaborating, Learning, and Adapting (CLA) systems and networks, RLA will contribute to the Horn of Africa Resilience Network (HoRN)’s objective to strengthen regional and cross-border collaboration and improve evidence-based learning.

    Essential Duties and Responsibilities

    Job Summary

  • The Resilience Learning Activity (RLA) supports regional, national, and local organizations and institutions in Northern Kenya, Somalia, and the Horn of Africa to undertake analysis while strengthening their capacities for analytics, facilitating learning for adaptive management, and improving knowledge management and communication to align with USAID’s Journey to Self-Reliance and the Horn of Africa Resilience Framework.

    The activity has four main objectives:

  • Objective 1: Strengthen analytics and analytic capacity for local and host country organizations.

  • Objective 2: Facilitate learning for adaptive management by local and host country organizations.

  • Objective 3: Improve knowledge management and strategic communication for local and host country organizations.

  • Objective 4: Establish and strengthen systems and networks for CLA

  • Under Objective 4 of the project, RLA supports three learning partnerships: the Partnership for Resilience and Economic Growth (PREG), the South Eastern Kenya Coordination Mechanism (SEK), and the Horn of Africa Resilience Network (HoRN).

  • This position will manage RLA’s support for PREG and HoRN with the support of a Program Officer and Program Assistant, and an RLA Partnership Support Team (Communications, M&E, and Logistics staff).

  • The Partnership and Coordination Manager will facilitate cross-partner engagements facilitating sequencing, layering and integration, while working closely with USAID.

  • She/he will support in organizing and leading activities in Northern Kenya and the East Africa region.

    Overall

  • Manage and oversee planning, implementation, and coordination of PREG (Kenya) and HoRN (regional) support and activities.

  • Ensure that the project is constantly pursuing effective and innovative activities that are responsive to the needs of the target project sites and partners.

    PREG

  • Lead RLA PREG Coordination unit in planning for activities (virtual and in-person), support for county partners, and daily tasks with the support of a dedicated Program Officer and Program Assistant.

  • Engage with county PREG Partners, county government officials, local organizations and communities to assess needs, gaps, and provide support as needed and agreed upon by the RLA PREG team.

  • Support PREG County Leads and Deputy County Leads in implementation of activities at the county level, including but not limited to administrative, coordination, and logistical support for (physical and virtual) workshops, meetings, webinars, capacity building initiatives, learning
    activities, and other events.

  • Support PREG Learning’s Communications team to to capture relevant information, updates on shocks and stresses in the counties in order to improve knowledge management and strategic communications, including information sharing, and reporting on county activities, updates, successes, collaboration, and learning.

  • Support in strengthening M&E and data analytics, including data collection, monitoring activities of local organizations and institutions receiving RLA funding.

  • Support PREG Learning with systematizing feedback loop processes for PREG County activities, including pause and reflect sessions, after action reviews, strategic reviews, phone and online surveys, interviews, and other methods.

  • Perform other work-related duties as assigned by the DCOP.

    HoRN of Africa Resilience Network (HoRN)

  • Support RLA’s HoRN Learning team and activities in the East Africa region in collaboration with the COP, DCOP, and Technical Leads.

  • Engage with development and implementing partners in the region in support of regional activities.

  • Oversee and manage the HoRN Learning Team in planning and implementation of quarterly and annual learning events in the region

    Deliverables

  • Technical and managerial oversight of PREG Learning in coordinating PREG activities at the county level.

  • Technical and managerial leadership in planning for events and meetings at the county, national, and region level.

  • Engagement with PREG County Partners, County Government Officials, local organizations, and communities.

  • Managerial oversight of HoRN Learning to support RLA’s efforts to strengthening collaboration and learning in the East Africa region.

    Qualifications

  • Bachelor’s degree (master’s preferable) in a relevant field

  • Minimum 7 years of progressively relevant experience in partnership management, governance, civil society strengthening, communications, organizational learning and/or strategic learning in international development

  • Demonstrated ability to build and maintain effective working relationships with donors, stakeholders, collaborators and staff at all levels of the organization

  • Strong partnership/collaboration support experience and interpersonal skills able to engage diverse portfolio of partners

  • Ability to create knowledge sharing products for the partnership

  • Ability to support integrate lessons learned into PREG work plans and implementation
    Awareness, sensitivity, and understanding of cross-cultural issues particularly in representing a US-based agency

  • Ability to travel to the Northern ASAL counties and in the region 30% of the time
