Job Description

The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.

The International Committee of the Red Cross (ICRC) delegation in Addis Ababa is looking for a highly qualified Accounting Manager to work under its Finance and Administration Department

Functions and Responsibilities

  • Participates in the establishment/ modification of the Rules on financial and material responsibilities
  • Applies the rules regarding financial and material responsibilities for purchase/rental contracts, bills, approvals and signatures on accounting vouchers
  • Elaborates the internal financial manuals/ guidelines
  • Ensures that all departments and sub sites apply internal (Delegation level) and HQ procedures and policies
  • In coordination with the Finance and Administration Manager, prepares and conducts allocation meetings on monthly basis
  • Signs approval stickers, ROs and working advances according to Rules on financial and material responsibilities
  • Applies financial controlling techniques and procedures to prevent theft and fraud; submits eventual findings to Finance and Administration Manager proposes further action.
  • Makes sure that the cash flow is properly managed
  • Maintains the required cash balance in the Delegation to facilitate administrative and operational needs
  • Supervises follow up of cash transfer requests from the field
  • Verifies daily cash control statement
  • Applies standard ICRC procedures for eventual discrepancies.
  • Supervises the management of all bank related transactions
  • Ensures that there are sufficient bank balances available and replenishes them consistently
  • Supervises incoming and outgoing fund movements to and from the ICRC bank accounts
  • Supervises the fund transfers to the ICRC sub-sites and collaborators
  • Reconciles external bank transfer accounts and reconciles them with the accounting application on monthly bases
  • Applies the power of attorney procedure and updates the list of signatures
  • Performs accounts closure and reconciliation
  • Supervises the preparation of necessary documents for the closing operation (e.g. allocation lists, specimen of signatures, treasury situation, transfers, monthly statistics, etc.)
  • Reviews the accounts within the accounting application before closing
  • Supervises the timely audit and correction of field accounts respecting the time-frame for closing.
  • Ensures follow-up and validation of HQ audit comments
  • Provides feedback and reporting (i.e. monthly field follow-up, financial and analytical forecast, past expenditures, etc.) upon request.
  • Prepares year-end financial information for the HQ
  • Provides required information to all concerned for preparation of the financial forecast
  • In coordination with the Finance and Administration Manager, prepares quarterly financial forecast.
  • Provides required financial information to all concerned for preparation of annual budget of the Delegation
  • Assists the Finance and Administration Manager in the budget elaboration process
  • Follows up the budget implementation throughout the year
  • Supervises and supports Administrative Assistants on the field in financial management matter
  • Supervises the management of Time report
    related aspects of the Delegation
  • Manages and supervises Finance unit's staff in the Delegation on a day-to-day basis
  • Participates in the evaluation of personnel needs for Finance unit
  • Participates in the selection and interviews of the applicants for the vacant positions within the unit; Integrates new colleagues
  • Drafts Job descriptions and yearly evaluation reports for staff members within Finance unit
  • Participates in conflict management
  • Ensures respect of employment conditions at all time
  • Develops and maintains a pleasant working atmosphere and team spirit with colleagues and superiors
  • Proposes improvement of procedures of work related tasks.
  • Takes contacts with various interlocutors and assures follow-up
  • Maintains relationships with banks and takes part in negotiations of bank conditions and services.
  • Performs training/coaching activities for non - finance staff of the Delegation; establishes respective documentation and/or tools.
  • Monitors, gathers and channels all relevant information important for the department
  • Supports and/ or replaces colleagues when needed
  • Liaises with all departments of the delegation on collecting relevant information
  • Participates to the brainstorming and regular meetings of the department
  • Provides briefings to visitors and newcomers
  • Coordinates activities of the staff in order to ensure better planning and resources optimizing.

    Job Requirements
  • Minimum Educational and Professional experience required
  • University degree in Accounting or Finance; ACCA an asset
  • At least 6 years’ work experience in a similar function in a large organization, preferably an NGO or non-profit one;
  • Experience in team management as well as designing and maintaining an internal control system
  • Sound knowledge of internal control systems, best practices in financial accounting, and an integrated enterprise resource planning (ERP) and its flows (preferably JD Edwards)
  • Excellent Computer and Office Suite proficiency; knowledge and experience in working with Office 365, Outlook, Lotus Notes, and SharePoint an asset.
  • Excellent command of spoken and written English and Amharic; other national languages an asset
  • Driving license with driving experience an asset
