The Public Sector Capacity Building Specialist will work with the Ministry of Agriculture, Animal Industries, and Fisheries (MAAIF), Ministry of Local Government (MOLG), Ministry of Trade, Industry, and Cooperatives (MTIC), other national level ministries and departments, and local government stakeholders to build capacity for effective policy reform.

He or she will support capacity building efforts in ministries, departments, and agencies that facilitate the operationalization of initiatives related to the Agricultural Sector Strategic Plan (ASSP) and National Agriculture Policy.


Responsibilities


  • Provide expertise to diagnose public sector bottlenecks, develop action plans and develop methods to improve management and implementation practices
  • Develop intergovernmental partnerships and work collaboratively with public and private sector linkages to strengthen collaboration and coordination
  • Provide guidance to establish clear communication channels, advocacy systems, operations and processes for sharing information, suggestions and innovations
  • Support project in planning and implementation of organizational strategy with Ministries, Departments and Agencies (MDAs) to fulfill commitments in the Agriculture Sector
  • Strategic Plan and Framework Implementation Plans
  • Support development of strong
    foundations for good governance, leadership ethics and development among public sector members
  • Support creation and implementation of effective platforms for engagement and collaboration


    Requirements


  • Master’s Degree in public policy, public administration, business administration, international development, or other relevant field
  • Six (6) years of relevant professional experience working with the public sector and capacity building
  • Experience in policy reform and implementation
  • Experience in public sector capacity building, including using mentoring, matching, exchanges, trainings, working groups, etc. to help improve skills within public institutions
  • Ability to anticipate and solve problems
  • Strong interpersonal skills and communication skills, initiative, good judgment, and problem-solving abilities
    Advanced written/oral skills in English
    Ugandan national preferred
  • Successful candidates will have a proven record of managing teams to achieve results
  • Successful candidates will have a proven record of effective stakeholder engagement
  • (6+) years of experience and a master degree OR the equivalent combination of education and experience
