Data Repository Senior Technical Manager

Minimum Qualifications:

  • Demonstrated experience applying data warehousing tools; minimum of 8 years experience
  • Demonstrated experience with requirements gathering, documentation, and conceptualization of solutions.
  • Demonstrated experience developing implementation framework for data warehouse
  • Expert knowledge in IT domains and ability to design and conduct trainings on related topics
  • Knowledge of various EMRs in Nigeria is an added advantage
  • Experience working in all stages of the development life cycle of data warehouse
  • Demonstrate knowledge of Project management principles.
  • Experience with SQL Server or other relational databases; experience with Tableau or other business intelligence tools

    Essential functions:

  • Provide essential skills in Health Integrated Enterprise (HIE) to foster EMR coding of information for interoperability with the data repository
  • Define the hardware and infrastructure setup both at the data repository level and at client node level for effective data access
  • Determine/ propose the protocol to be used to ‘anonymize’ on upload and ‘de-anonymize’ on download of patient level data, and be able to lead consensus building sessions for the same
  • Lead in development of data repository standards and SOPs on uploading, storage and extraction of data
  • Design, develop, test, deploy, maintain, large, robust data repository for HIV/AIDS care and treatment at MOH
  • Lead technical responsibility for development of national HIV/AIDS data repository
  • Lead in design, modeling, and architecture of robust data repository platform
  • Lead technical responsibility to integrate data from different data sources into data repository solution
  • Lead the information gathering and documentation process in consultation with the Ministries of Health
  • Resolve performance, database issues associated with maintaining and enhancing large data repository
  • Come up with strategies to popularize the use and utility of the data repository
  • Supervise developers and provide performance feedback and reviews
  • Other responsibilities as assigned

    Skills and Knowledge:

  • A broad and extensive knowledge of IT principles, methods and techniques; analytical skills and superior knowledge of project management principles to manage projects and work with multi-disciplinary teams
  • Verbal skills are required to communicate technical information to audiences with varying levels of technical expertise as referenced above
  • Good writing skills are required to develop and articulate data warehouse strategy and implementation plan and present ideas to various audiences.
  • Strong understanding of public health and EMR systems in Nigeria.
  • Understanding of emerging / new technologies and potential application.
  • Proven experience facilitating training events.
  • Ability to synthesize information and utilize communication approaches to disseminate that information.
  • Analytical skills are required to conceptualize the development of IT architectures and frameworks

    Country Director

    Duties and Responsibilities:

  • Provides senior leadership, management oversight, and coordination to Futures Ethiopia programs, with a primary focus on HPP.
  • Provides subject matter expertise/technical assistance to the program, technical staff and administrators as per global project and country program requirements.
  • Provides analytical and evaluative techniques to identify, consider, and resolve issues or problems.
  • Uses various quantiative and qualitative techniques to perform contract or cooperative agreement tasks.
  • Leads and/or reviews and monitors programmatic functions, i.e. development of workplans and budgets.
  • Ensures quality of services and compliance per project/program requirements.
  • Provides functional guidance to outside vendors to ensure deliverables are met within timelines and budgets as needed.
  • Participates in and/or prepares necessary program-related reports, including presentations and white papers.
  • Organizes and supports as needed project/program trainings, conferences, workshops, and meetings.

    Skills Required

    Minimum Education or Experience

  • Advanced degree in a relevant discipline.
  • 15+ years of experience in public health program management, health governance, health economics, policy formulation, or other field related to international health programs are required.
  • Or an equivalent combination of applicable experience and education.
  • Fluent written and spoken English and Amharic is required.
  • Strong interpersonal, writing, presentation, and organizational skills are required.
  • Experience working with USAID and/or USAID partners is required.

    Data Demand and Information Use Advisor

    Key Responsibilities:

  • Guides and supports research, data collection, training, and capacity development efforts in support of program activities and deliverables.
  • Supports development of performance monitoring plans and program reporting.
  • Conducts policy analysis and supports development and dissemination of policy models on population, reproductive health, and family planning.
  • Works with Futures Group Ethiopia staff and national counterpart at federal and regional levels, and orients work to strengthen capacity of national counterpart.
  • Provides analytical and evaluative techniques to identify and resolve issues or challenges.
  • Performs tasks with the use of evidence-based tools and resources relevant to population and reproductive health programs.

    Qualifications:

  • Masters degree or above in public health, health economics, or related discipline.
  • Minimum of 7 years working experience in research, policy analysis and formulation, M&E, and capacity development.
  • Experience in strengthening the demand for data and facilitating the use of information in the decision-making process at different levels – from the facility and programmatic level up to the national level.
  • Demonstrated skills in training and capacity development through technical assistance and coaching/mentoring. This includes strong interpersonal skills and experience in public speaking, curriculum development, and delivering trainings and workshops.
  • Ability to develop and work with complex research and analytical tools/models relevant to population and reproductive health programs.
  • Ability to work with a team of Ethiopian and US-based staff to meet short deadlines within a demanding portfolio of activities.
  • Strong sense of initiative, attention to detail, and ability to effectively and efficiently perform multiple tasks and balance competing priorities.
  • Strong writing skills and experience in reporting to international donors, with USAID experience preferred.
  • Fluent written and spoken English is required.
  • Willingness and ability to travel nationally approximately 25%.

    Senior Technical Advisor HIS / Team Leader

    Key Responsibilities

    Draft and review national HIS policy, strategy, and strategies Assist in revision of HMIS / DHIS 2.0 system indicators.

    Assist CMED and the M&E TWG sub-group on national data standards in the development of a national strategy for data integration to facilitate the process of aligning parallel HIMS and facilitate the process of building an integrated national data warehouse / repository.

    Contribute to M&E TWG and M&E TWG sub-group meetings.

    Advocate for adequate government resource allocation for HMIS.

    Revise curricula and training manuals for pre- and in-service education / CPD on M&E/HMIS, with a particular focus on data quality assurance mechanisms.

    Build capacity of national-level M&E staff in data analysis and reporting, and enhance linkages between staff at CMED and other institutions with a vested interest in the collection and analysis of health data (i.e. NSO, NMCM, MCM, CHAM, etc.).

    Develop an integrated supportive supervision strategy for HMIS and revise / strengthen existing supervisory tools / checklists.

    Travel to target districts as necessary to oversee regional implementation. Manage local project staff.

    Hold overall responsibility to project activities and deliverables.

    Qualifications

    Minimum 10 years’ experience in health informatics solutions.

    Minimum 4 years’ experience as a senior technical advisor to health sector ministries in developing countries.

    Post-graduate degree in public health with a specialisation in Health Information Systems Management, M&E and/or epidemiology.

    Expert understanding and working knowledge of DHIS 2.0.

    Strong technical expertise in the management of Health Information Systems and setting up HMIS platforms/interfaces.

    Experience in the integration of parallel HIS / setting up of national data warehouses / repositories; Strong advocacy, communication, and presentation skills.

    Experience developing curricula, training modules, and manuals for pre- and in-service training in M&E / HMIS, with a particular focus on data quality assurance mechanisms.

    Experience strengthening of decentralised HIS structures, with particular emphasis on strengthening the capacity of district-level HIS staff to collect, process, report, and use data of high quality and validity.

    Experience in the implementation of data quality audits; Ability to achieve consensus among senior stakeholders.

    Experience managing projects for international donor organizations.

    SADC experience is required; Malawi experience is preferred. Excellent written and verbal skills are required to communicate technical information to a variety of audiences; fluency in English required.

    Capacity WORKs certification is an advantage.
