Finance Manager

Essential Responsibilities and Duties:

  • Works closely with the National Country Director and Deputy Country Director and other program staff to implement, improve and maintain administrative and financial management policies, systems, structures, and procedures.
  • Ensures the smooth day-to-day running of the finance office through supervision/management of the local Finance Officers.
  • Ensures that cash is controlled, accounted in an accurate timely manner in accordance with RI, donor and audit requirements; ensures accurate
  • Ensures accurate cost allocation to multiple projects
  • Conducts training sessions for Sudan finance staff in QBs, field accounting and procurements procedures
  • Plans and supervises work of the Sudan finance and admin staff including tracking and monitoring of procurements and expenditures, maintains an office purchasing, inventory, and requisition system.
  • Coordinates compiling of monthly financial reports including in-kind commodity income and disbursements for submission to the International Finance Controller and Sudan National Country Director and Deputy Country Director.
  • Works closely with the Sudan National Country Director, Deputy Country Director and Program Managers to monitor the project budget.
  • Assists project coordinators in ensuring compliance with RI procurements and field accounting policies and procedures, compliance with donor agreement and audit requirements.
  • Works closely with project coordinators over the project implementation planning and cash flow projections.
  • Prepares donor reports
  • Prepares budget revision in close coordination with Project Managers when necessary
  • Makes sure that financial records and backup documentation is ready for internal and external audits.
  • Works closely with Internal and External Auditors
  • Other tasks as required

    Qualifications & Requirements:

  • B.A. or Masters degree in accounting, business management, NGO management, or similar
  • A minimum of 7 years experience in finance supervisor position preferably with non-profit agencies. US and EC government funded grants financial and administrative management experience is a preference.
  • Previous experience in Sudan or East Africa desirable
  • The candidate must be detail-oriented and able to work independently. Strong knowledge of QBs Pro and SUN accounting software is required.

    Country Director

    Position & Requirements:

    The Country Director (CD) is responsible for overall management and development of Relief International’s (RI) country program and ensuring that activities are in line with RI’s philosophy and strategy and meet the needs of beneficiaries.

    The CD will have the opportunity to work with committed, long term local and expatriate staff who have a strong understanding of the context in Darfur.

    The focus of the CD during the coming year will be integrating implementing departments, maintaining or expanding funding in a shrinking space, and continuing to professionalize systems and build the capacity of local and expatriate staff.

    b<>The CD is also responsible for:

    Developing and implementing, in cooperation with other staff, short, medium and long-range strategic plans Maintaining effective communications with donors, tracking trends and aggressively identifying and pursuing new opportunities for program growth and start-up Representing RI in fora and meetings with partners, donors, and constituents Managing project implementation, including allocation of resources, work plan, and implementation targets Managing and leading national and expatriate staff Building the capacity of national and expatriate staff Ensuring the continued safety of all personnel and establishing and implementing emergency security evacuation plans as appropriate Meeting technical and financial reporting requirements Evaluating and monitoring country program implementation to ensure that it is meeting milestones, goals and objectives and, if not, determining action needed to improve achievements Ensuring that all program activities are completed within time, on budget and achieve their objectives Effectively representing RI with stakeholders and donors Initiating RI's response to disasters and emergencies when appropriate Ensure Directory is bi-weekly updated as per SOP Routine/frequent travel to field locations

    Strong verbal and written skills as well as ability to multi-task effectively Experience living overseas and ability to adapt and work comfortably in culturally unfamiliar environments Higher education degree from an accredited institution of higher education in a relevant field of study Minimum of 10 years of field program experience in international development including at least 5 years of senior management experience Outstanding interpersonal skills, particularly when dealing with national staff and multi-cultural teams Excellent programmatic, financial, and organizational planning skills Proven initiative and resourcefulness Excellent oral communication skills and writing ability Knowledge of USAID grantee regulations strongly preferred Demonstrated record in collaborating with local governments, rural communities, other NGOs, and United Nations organizations Strong decision making skills, specifically ability to quickly weigh pros and cons of different paths, make an intelligent decision in a timely manner, and communicate the decision in the best manner possible.

    Regional Enterprise Development Coordinator

    Responsibilities:

    Coordinate RI’s Social Enterprise (SE) programs in West Africa, with particular emphasis on supporting expansion of current operations throughout Ghana Update the strategic regional planning process through annual business plan, business development strategy, financial projections/budgets, and performance analysis; streamline business operations as appropriate for commercial entity.

    Support employees, partners and stakeholders, as well as potential affiliates/subsidiaries in implementing the strategic business plan Ensure proper financial management and reporting for Social Enterprise operations.

  • Lead business expansion across the region within the framework of RI Ghana’s integrated commercial entity Identify and secure opportunities for integration into new markets and lead country development of local production and/or sale structure for SE products/new products
  • Lead product portfolio diversification through product feasibility research and new market assessments Strengthen existing production, supply chain, distribution and sales networks for regional access and supply
  • Manage SE carbon revenue program implementation and revenue generation activities; support, where appropriate, development of additional carbon financing schemes for new products/ RI country programs
  • Lead commercialization and marketing effort for program related VERs
  • Identify and secure additional sources of capital (debt and equity) beyond the traditional donor base and develop and maintain a database of potential partners inclusive of angel and strategic investors Support strategic program marketing strategies for international promotion about unique and defining business platform Support RI’s transformation as a leader in this sector

    Protection Technical Officer

    Essential Duties and Responsibilities:

    Address key protection concerns for Doro Refugee Camp and other program areas, which include forced recruitment, gender-based violence, domestic violence and sexual abuse and exploitation (SEA).

  • Coordinate with peer organizations, protection partners and UN agencies to mitigate current gaps in protection services, with a focus on youth interventions Development of an informal, interactive education program.
  • Develop and counselling services and training on counselling programs for gender based violence survivors.
  • Conduct community assessments to identify critical protection needs of returnees, women, and vulnerable populations in order to develop effective program interventions.
  • Work to build local capacity, with sensitivity to the political and cultural context.
  • Strengthen non-medical follow-up services, such as social work visits and counseling sessions to refugees.
  • Work with camp community watch groups, camp coordination structures, women’s groups, other RI program team and other INGOs to develop a culturally-appropriate referral and monitoring system of protection issues.
  • Plan and implement emergency interventions in beneficiary communities as needed.
  • Consult with peer organizations, protection partners and UN agencies on international standards with regards to program design and implementation.
  • Participate actively in interagency protection and related forums on behalf of RI South Sudan.
  • Develop the South Sudan Country Protection Strategy working closely with the Country team, Desk and HQ Work with the Country Team, operations, finance, and security staff to ensure that all program activities adhere to RI and international standards.
  • Conduct and design protection services and program activities with the utmost sensitivity for the safety and well-being of beneficiaries and national staff and with regards to the political context.

  • Experience in counseling services and associated cross-cultural implications Experience in capacity building, participatory methods, and community development.

    Africa Regional Program Development Manager

    Essential Responsibilities and Duties:

  • Engage in needs assessment and identification
  • Contribute to program design, for solicited and unsolicited programs, and for pilot and full scale programs
  • Where proposals are pending with donor agencies, RPDM should be familiar with the proposal and meet with donor officers to ensure program plans represent a good fit with donor objectives
  • Where a proposal is not yet submitted, RPDM will attend relevant RFA/P meetings and gather information to be relayed to HQ for the preparation of proposals
  • Participate in the preparation of funding proposals, including leading proposal writing efforts
  • Attend regional and national coordination meetings
  • Maintain regular contact with donors, IOs, national governments, etc. to track development priorities and inform HQ of upcoming RFA/Ps per HQ guidance
  • Represent RI in other related meetings, seminars, lectures, and presentations ensuring RI plays its full role as an active social development organization.
  • Represent RI to the diplomatic community, particularly to ambassadors and other representatives of countries to gather relevant information related to program development, for proposal preparation, and to ensure cooperation and support for RI plans
  • Assist the RI field offices with troubleshooting, backstopping, etc. as requested by HQ
  • If needed, assist with the field level printing and delivery of proposals, within submission deadlines
  • Undertake travel within Africa as required in the pursuit of the above tasks
  • Prepare regular activity reports for HQ
  • Undertake other ad hoc tasks, as instructed by HQ
  • Operate within RI policy, setting an example for other field staff

  • Excellent written, verbal and interpersonal communication skills
  • Ability and willingness to travel to field offices.
  • MA in international relations, business administration or other relevant field

  • 10 years’ minimum relevant work experience with progressively increasing responsibility
  • Proven success in grant writing, net-working and liaising with field and HQ staff when necessary
