Job Title: Senior Manager / Investigation and Security Risk Management

Department: Investigation and Security

Grade: MG 4

Job Objective: Reporting to the Postal Corporation of Kenya Postmaster General, the Senior Manager Investigation and Security Risk Management’s overall responsibility is directing and managing all security, investigations and security risk management portfolio within the corporation.

Key Responsibilities

The responsibility of the Manager is as follows:-

  • Develop capacity on using contemporary security management resources, training, supervising and developing investigators and security risk management officers.
  • Monitoring, reviewing and auditing investigations to come up with appropriate risk mitigation responses.
  • Security asset Management, physical security and Human Resource safety,
  • System analysis as a strategy to develop preventive measures,
  • Conduct periodic compliance security risk assessment programs in the corporation
  • Formulate sound security management procedures
  • Develop and cultivate good working relations with key stakeholders like; The Kenya Police Service, The Judiciary, The Office of the Director of Public Prosecutions and relevant government agencies.
  • Develop and manage investigative teams attending to complaints intelligence and physical evidence gathering,
  • Analyze evidence and complete investigations in accordance with the laws of Kenya, PCK Act, regulations and policies Evaluate all investigative outcomes.
  • Responsible for planning, developing and implementing security plans, security programs such as emergency response and crisis management, physical security, information protection, incidence management and/or investigation
  • Evaluate security risk and take remedial action.
  • Maintain knowledge of complex industry trends, current security issues an security technology and update management on risk and threat that could impact on corporation’s business
  • Maintain utmost integrity, discretion and confidentiality regarding investigations being undertaken.
  • Undertake issues pertaining to the security of PCK assets, staff and customers.
  • Plan, monitor and evaluate the performance of staff against set targets and objectives.
  • Develop and implement investigations and security risk action plans.
  • Conduct audits of policy and compliance to standards in liaison with other departments.
  • Perform any other duties as assigned from time to time

    Qualifications:

    The qualifications and experience of the manager is as follows:-

  • A Bachelors degree in Criminology, Law, Social Sciences, Forensic Science, Criminal Justice, Security Management or other related areas.
  • Post graduate training in Forensic Investigations, Fraud Investigations or Security Management.
  • Proven working experience in Security Management or criminal investigation.
  • A minimum of 12 years progressive experience in fraud investigation, law enforcement, government national or international agency with practical experience in forensic investigation at senior levels.
  • Minimum 8 years managerial experience, managing investigations, security and risk mitigation within a large organization preferably within a corporate organization and /or law enforcement.
  • Extensive criminal investigative background with emphasis on allegations of abuse of office, fraud, conflicts of interest in Kenya.
  • Knowledge and understanding in the field of fraud administrative investigations, IT and forensic techniques
  • Ability to conduct and supervise complex investigations with good analytical and problem solving skills.
  • Have the ability to independently develop and implement risk mitigation programs within the corporation.
  • Have a thorough understanding of prosecution processes.
  • Must be computer literate with strong end user skills.
  • Integrity must be above reproach.
