1. Senior Tariff Specialist

Responsibilities: The Specialist would work as part of a team to review existing documentation on tariff issues and, based on the available documentation, developing alternative options for tariff structures and level to:

  • Ensure poor communities are able to cover basic water needs at affordable prices
  • Allow tariff levels to be increased to meet full cost recovery
  • Allow tariff levels to include disincentives for misuse/waste of water
  • Allow sustainable operation of water and wastewater utility services
  • Provide transparency and ease of explanation to customers
  • Be dynamic and easy to operate This work will take place partly in Amman, Jordan over the course of three months.

    International Resources Group Jobs - Qualifications

  • A minimum of 15 years of experience in tariff applications for water utilities with at least ten year in development of tariff structures.
  • Minimum Bachelor’s degree, preferably an advanced degree, in a relevant discipline such as finance, economics, or engineering.
  • Previous experience in developing and/or assessing utility tariff structures where there is a strong link between tariffs and public policy preferred.
  • Previous experience in developing countries.

    1. Land Administration and Conflict Resolution Specialists

    IRG seeks professionals with experience in land administration, peace building, conflict resolution and mitigation, for both long- and short-term positions under the anticipated USAID-funded SAFE project in Uganda.

    The SAFE project is designed to strengthen mechanisms for resolution of conflicts over land, oil and ethnic diversity primarily in Northern and Central Uganda. We are looking for expressions of interest from qualified professionals in the following areas:

  • Public Information (with background in radio programming).
  • Alternative Dispute Resolution (ADR) (with experience in court annexed arbitration and mediation)
  • Land Tenure Law
  • Land and Mineral Rights Law
  • Land Registry, Land Records, and Land Recording
  • Land and Oil Mineral Rights
  • Land-Use and Land Market
  • Geographic Information Systems/Global Positioning System (GIS/GPS)
  • Gender and Land Tenure (with experience in customary and statutory law)
  • Monitoring and Evaluation (with experience in Collaborating, Learning and Adapting activities)

    Qualified Ugandan nationals are strongly encouraged to apply.

    Qualifications:

  • Experience working on peace building, conflict resolution and mitigation, and land administration programs
  • Relevant and recent experience in Uganda and/or region (Horn and East Africa)
  • Experience working on donor-funded development programs (USAID experience preferred)
  • Bachelor’s degree required, Master’s degree preferred (in relevant field)
  • Experience in conflict/post-conflict environments
  • Fluency in English required; knowledge of local languages highly desirable
