Project Specialist – Arts & Culture (2 positions)- Mogadishu, Somalia

Responsibilities and Accountabilities

The chosen candidate will:

  • Work closely with TIS colleagues and local government counterparts to develop basic public service messages on several social topics
  • Identify and coordinate teams of artists to deliver the public service messages using art and culture activities as a delivery mechanism

    Education and Experience

    The chosen candidate will:

  • Work with TIS colleagues and local government counterparts to develop objectives, activities, and main messages for several Peace Festivals
  • Develop agenda and schedule for Peace Festivals that will include musical, theatrical, and artist performances
  • Identify and coordinate with entertainment and service providers to perform at and 2 support the festivals
  • Oversee the development of participant lists, invitations, and responses
  • Coordinate festival activities with local government counterparts
  • Liaise with local media to keep them informed of the Peace Festivals
  • Write and publish a summary of the highlights of each festival, and a final summary of all the festivals
  • Coordinate other activities that are necessary for the successful completion of the Peace Festivals
  • Undertake any further duties as requested

    Education and Experience

  • University degree in management, public administration, or related subject matter, advanced degree is preferred
  • A minimum of 5 years of professional experience organizing events and activities for international organizations
  • Experience working on civil society and social issues

    Regional Liaison and Project Reporting Officer NO/B Nairobi, Kenya Responsibilities and Accountabilities

    Under the overall supervision of the Regional Director and the direct supervision of the Regional Project Development Coordinator; in close coordination with the Department of International Cooperation and Partnership (ICP) at headquarters (HQ); the Regional Liaison and Project Reporting Officer (RLPO) will:

  • Maintain regular liaison with international, governmental partners, and advise the IOM Country Offices on partner and donor priorities, preferences and regional synergies in the field of migration.
  • Provide advice to Country Offices on resource mobilization. Review and endorse narrative donor reports submitted by Country Offices, according to the procedures specified in the IOM Project Handbook.
  • Identify migration policy issues in the region and advise country offices on national and regional trends, policies and legislative frameworks in the field of migration in close collaboration with the Regional Thematic Specialists (RTS)
  • Support the development of national and regional migration policies in close collaboration with the Regional Thematic Specialist (RTS), concerned country Offices and HQ.
  • Identify, promote and foster strategic, partnerships with academic institutions, think-tanks and research institutions within the region, and conceptualize policy oriented research in coordination with the Regional Thematic Specialists and, where relevant, with the Regional Research Officers and/or Headquarters.
  • Contribute to regional policy dialogue and the exchange of best practices through expert meetings and preparation of policy briefs with the Regional Thematic Specialist.
  • Lead and maintain, in collaboration with the Regional Thematic Specialists, the establishment of system to make regional migration trends, policy development and data widely available on a regular basis within and outside IOM in a reliable and comprehensive manner.
  • Monitor and support migration-related Regional Consultative Processes (RCPs) and regional government and non-government bodies.
  • Ensure appropriate coordination and information sharing within the region and between the region and relevant Departments at HQ.
  • Support regional strategic planning exercises, and provide support for country level strategic planning, as required and collaboration with the Regional Thematic Specialists.
  • Any other duties that may be assigned by the Regional Director. Requirements

  • Kenyan citizen. Education and experience

  • Completed Master’s degree from an accredited academic institution, preferably in 4 Political of Social Sciences, Business Administration, Migration Studies, International Relations and or Law;
  • At least two years of professional work experience ( or 4 years professional work experience for candidates with first level university degree) in the field of migration issues, including operational and field experience, IOM Project Development, Management, Implementation and Monitoring systems.
  • Demonstrated expertise in thematic areas relevant to project liaison, reporting and monitoring.
  • Experience in dealing with donors on project implementation and reporting.
  • Experience in liaising with governmental authorities, other national/international institutions and NGOs is required.
  • Knowledge in Project Monitoring and Evaluation is required Knowledge and experience of regional issues an advantage.
  • Experience and excellent understanding of the migration themes in East and Horn of Africa; extensive knowledge of the arid and semi-arid regions an advantage.
  • Proficiency in computer skills, especially in MS Office (Excel, Word, Access, Powerpoint) and experience in working with databases.

    _________________________________________________________________ Data Entry Clerk G3/01 Dadaab, Kenya

    Responsibilities and Accountabilities

  • Receive Voluntary Repatriation Forms from IOM Field Staff and enter data into the project database.
  • Assume overall management of the database and ensure that entries are accurately recorded and that data entered is per SOP.
  • Review and verify that the VRF forms are completed before processing. Any VRF form requiring additional information will need to be clarified immediately.
  • Submit weekly and monthly reports summarizing items distributed, VRF forms processed and any other as requested.
  • Assist the Finance department to track cash grants distributed and those pending.
  • Assist the COS Department to track Project Related PRFs and NFI restocking.
  • Work closely with UNHCR counterparts to reconcile data collected with that of ProGress.
  • Keep organized the storage of VRF forms received in hard copy.
  • Perform additional duties as assigned.

    Education and Experience

  • Completed Secondary School certificate with Diploma in Information Technology.
  • At least 3 years of professional working experience in data encoding and reporting, data capturing and data management especially in health/clinical setting.

    ________________________________________________________ Finance Assistant G4/01 Dadaab, Kenya Responsibilities and Accountabilities

    In particular the incumbent will:

  • Checking invoices and obtaining confirmation that the equipment supplies and/or services they refer to have been duly received or provided.
  • Ensure that ample petty cash is stored and distributed safely and as per Standard Operating Procedures (SOP).
  • Serve as cashier for the Return/Repatriation Project. Allocating a cash grant to refugees as specified on the Voluntary Return Form (VRF) and per accordance with the SOP. Daily follow up with UNHCR to ensure that amounts distributed are accurate, shared and recorded.
  • Count cash float daily, ensuring that the amount on hand coincides with account records/database.
  • Maintain a filing system and ensure that paid vouchers are filed in the order in which they are entered to cashbook.
  • Analyse and reconcile various service providers accounts such as SAT phone accounts, mobile phone bills, accommodation bills and IOM charter invoices with a view to ensure that invoices are correct, projects are charged a true and fair cost of their usage and that any private usage is duly recovered/reimbursed.
  • Preparation of all cheque payments.
  • Ensuring that all cash and cheque payment requests are duly completed, certified and authorised by authorised staff and all necessary supporting documents are provided before payment is done.
  • Issue of official IOM receipts for all collections made by the sub office.
  • Checking and ensuring that all TAs and expense claims are duly completed and all supporting documents are attached prior to dispatch to MRF Nairobi for computation and reimbursement.
  • Prepare and submit a monthly funding request to MRF Nairobi and ensure that sub office has adequate funding at all times.
  • Review sub office internal controls and notify Head of Sub Office and Resource Management Officer of any potential weaknesses and propose corrective action required.
  • Dispatch fortnightly, accounting returns to MRF Nairobi.
  • Perform any other duties that may be assigned.

    Education and Experience

  • Secondary School Diploma with qualification in CPA 1 (Having completed sections 1 to 2).
  • Minimum 3 years of prior work experience in a busy finance department (prior experience)
  • Prior experience in usage of SAP an added advantage
  • Prior work experience in an international organization an added advantage.
  • Strong interpersonal and intercultural skills with proven ability to work effectively and harmoniously with a team of colleagues.

    ____________________________________________ Driver G2/01 Dadaab, Kenya Resposibilities and Accountabilities

    The incumbent will perform the following functions:-

  • Drive IOM vehicle(s) and execute the tasks as assigned by the Administrative Assistant
  • Ensure the safety of passengers, cargo and vehicle and observe traffic rules and road discipline.
  • Manage the day-to-day maintenance of the assigned vehicle to ensure roadworthiness. This includes daily check of tyres, brakes, engine oil, fan belt, etc.
  • Make weekly reports on vehicle status and share with the Administrative Assistant. Report promptly any defects or malfunctioning of the vehicle that require immediate attention to the Administrative Assistant. Assist the Administrative Assistant and Head Driver in Nairobi in planning and control of (regular) services.
  • Ensure that in case of accident, supervisors are informed and a police report is obtained.
  • Maintain the vehicle road logbook at all times.
  • Check daily status and availability of spares, jack and tools.
  • Refuel the vehicle as required.
  • Ensure cleanliness of the vehicle at all times.
  • Ensure that the IOM vehicle(s) is only used for official/authorized business.
  • Ensure that the keys are returned for safeguarding at the end of the shift or handed over to the next driver.
  • Be prepared and willing to work during weekends and after hours as requested.

  • Valid Driving License (A, B, C, E class)

    _____________________________________________________ Storekeeper G2/01 Dadaab, Kenya Responsibilities and Accountabilities

    Under the overall supervision of the Project Officer and the direct supervision of the Finance Assistant, the incumbent will be responsible for:

  • Receive/crosscheck all goods purchased for IOM and raise the Goods Received Note (GRN) against Purchase Order as evidence that goods have been delivered. All the GRN shall be crosschecked and approved by the Project Manager before the items 2 are transferred to stores.
  • Maintain all IOM stocks with the highest degree of care, integrity, and honesty and in the most transparent manner.
  • Ensure goods/services received are of the right quality and that the quantity as described on the Purchase Order.
  • Update Bin Cards on daily basis
  • Receive Non Food Items (NFIs) from the UNHCR warehouse and arrange safe and orderly transport to IOM rubhall. Ensure that NFIs are received as scheduled and are stored in a safe environment.
  • Arrange for weekly restocking exercises to take items from the IOM Medical Office to storage containers within the Dadaab Refugee Camps.
  • Ensuring that storage containers in camp are kept clean, stocks are stored accurately and that restocking is done immediately to maintain appropriate levels.
  • Distribute NFIs to refugees per agreement with UNHCR and the IOM Standard Operating Procedures (SOP). NFI packages are determined per SOP and the incumbent will need to ensure accuracy per IOM agreement with UNHCR.
  • Ensure that NFI distribution is recorded per SOP and indicated on the Voluntary Return Form (VRF).
  • Receive BP-5 (high energy biscuits) from WFP on a daily basis for distribution to departing refugees. Maintain accurate waybills to ensure that items received are as requested and are distributed according to SOP
  • Maintain manual ledgers parallel to the computerized inventory database as a short-term control tool.
  • Maintain record and update all Waybills issued for supplies/equipment transferred outside the IOM office and follow up on return of the waybill by the receiver.
  • Ensure stores cleanliness at all times.
  • Ensure the safety of the stores e.g. safekeeping of the keys; ensure fire extinguishers are working, etc.
  • Archiving the old files kept in stores.
  • Coding of all items per the specifications.
  • Any other duty that may be assigned.

    Education and Experience

  • At least 2 years of professional working experience in a similar capacity.
  • Knowledge and use of databases for inventory purposes is advantageous.

    _________________________________________________ Storekeeper – Field Team Responsibilities and Accountabilities

    Under the overall supervision of the Project Officer and the direct supervision of the Finance Assistant, the incumbent will be responsible for:

  • Arrange field visits to the Dadaab Refugee Camps, ensuring that all logistics of team travel have been arranged; security, supplies and staff (driver and nurse).
  • Liaise at the camp level logistics for Non-Food Items (NFI) distribution with partner
  • Create and maintain client schedules to ensure that UNHCR referred refugees are seen in a timely and organized matter.
  • Follow Standard Operating Procedures (SOPs) as to the distribution of Non Food Items. Any problem should be appropriately channelled through IOM, UNHCR or the partner agency.
  • Ensure that office space in the field is organized, maintained and clean.
  • Maintain all IOM stocks with the highest degree of care, integrity, and honesty and in the most transparent manner.

    ___________________________________________________ Nurse I G5/01 Dadaab, Kenya Responsibilites and Accountabilities

    In particular the incumbent will:-

  • Perform routine clinical tasks required by the National Medical Officer during Migration Health screening.
  • Arrange daily activities scheduling for heath assessments including pre-test counseling, laboratory and radiology for refugees and migrants.
  • Authenticates the identity of refugee/migrant, as maybe requested, prior to clinical or radiology examinations.
  • Organize/compile medical records; files, charts, X-Ray films, decoded laboratory results prior to physical examination for the National Medical Officer’s use.
  • Ensure that every follow-up action requested by the National Medical Officer is carried out in a timely manner and reports attached to the case file for review by the examining physician. This also includes reporting to the National Medical Officer for any action, which could not be done due to no show of the applicant or unavailability of required resources/expertise/etc. Assisting the migration health physicians and or panel physicians in recording/documentation of migration health assessment findings on the required forms of each host country
  • Perform the pre-embarkation check, treatment, documentation and timely reporting of findings to the National Medical Officer on all departing refugees
  • Photocopy and collate all completed medical files
  • Monitor and ensure the availability of all medical expendables and supplies.
  • Maintains confidentiality of information and collaborative relationship with clients, partners and health professionals.
  • As a duty Nurse, coordinates work and schedule between Migration Health Assessment Centre - Dadaab, laboratory, radiology, counseling unit and the examining physicians to ensure a smooth workflow within the clinic.
  • Performs preparatory work for health assessments and enter the data in MiMOSA, in particular: taking and recording medical history, performing anthropometrics, visual acuity and vital signs measurements.
  • Identify refuges and migrants and supervise them during lab, xray and sputum collection if required as this task is now direct responsibility of lab technicians.
  • Prepares, install or sterilizes medical equipment needed for medical examinations including reading of TST and enter the data in the form and in the database.
  • Assist the National Medical Officer during actual physical examinations including presence during physical examination of client with different gender to that of the National Medical Officer, if required.
  • Administer prescriptions/recommendations ordered by the National Medical Officer or specialist, including application of appropriate treatments.
  • Prepares a report on therapeutic procedures administered to migrants, in accordance with the requirements of resettlement countries.
  • Administer vaccinations to applicants according to the requirements/ indications of the respective resettlement countries and maintain cold chain.
  • Gives TB Direct Observed Therapy (DOT) and completion of the documents under the supervision of TB Clinical Officer and head of TB Unit when it is required.
  • Counseling of all clients with Abnormal CXR either consisted or not consistent with TB advising them of the required follow up.
  • Perform referral and follow up of clients to specialists for consultation and/or treatment by request of National Medical Officer.
  • Perform any other duties ad may be assigned from time to time

    Educaton and Experience

  • Bachelor’s Degree in Nursing and registration with the Nursing Council of Kenya as a Registered Nurse.
  • Five years in handling and following up medical documents as a senior staff.
  • Supervisory experience and proven ability to coordinate the work of others, required.
  • Work experience in an international organization an advantage.
  • Working knowledge of Mimosa and other medical database systems an advantage
  • Training and experience in TB, STDs, HIV/AIDS counseling and other communicable diseases is an asset.

    _______________________________________________________________ National Medical Officer NOA/01 Dadaab, Kenya Responsibilities and Accountabilities

    Working under the overall supervision of the Regional Migration Health Assessment Coordinator for Africa and Middle East and the direct supervision of the Migration Health Physician the incumbent will carry out the following duties and responsibilities:-

  • Perform migration health assessments (medical exams) and completes related medical documentation of migrants referred for migration health assessment in accordance with the resettlement countries’ technical instructions and the IOM Migration Health Assessment Guidelines;
  • Provide technical supervision and monitoring of IOM health personnel to ensure that the following activities are performed in accordance with the technical requirements of the resettlement countries such as: medical case registration, migration health assessments, medical forms transmission, medical treatment and follow-up programs, data processing and management, pre-embarkation medical examination and report;
  • Refer patients to specialists for treatment as maybe required;
  • Administer treatment and immunizations as per the receiving countries’ requirements;
  • Perform pre-departure and pre-embarkation medical checks on all refugee migrants departing under IOM auspices, making sure they are fit to travel;
  • Ensure timely, accurate and complete reporting of all activities on the predeparture (examinations, treatment, immunization), as per IOM standards and as per the country of resettlement requirements;
  • Manage the inventory and replenishment of stocks of basic health supplies, equipment and other items assigned to the resettlement programme;
  • Implement quality control standards and ensures confidentiality of individual health information;
  • Assist in the analysis and technical elaboration of data gathered from the migration health assessment;
  • Coordinate with the local/national health authorities, physicians, hospitals and laboratories, as needed;
  • Inform and consult with the Regional Migration Health Assessment Coordinator for Africa and Middle East and the Migration Health Physician on migration health issues and proposes corrective and adjustment measures;
  • Assist in the preparation, and implementation of research activities related to the migration health, tuberculosis and sexually transmitted diseases;
  • Provide healthcare advice to IOM staff in the sub-office;
  • Undertake duty travel and medical escorting activities, be ready for relocation of duty station to remote areas or refugee camps if needed and
  • Perform any other duties that may be required from time to time.

    Education and Experience

  • Kenyan citizen;
  • Degree in Medicine – MBChB;
  • Registered with the Kenya Medical Practitioners and Dentists Board;
  • Minimum of 2 years continuous professional working experience preferably with experience in migration health, immigration medical assessments, epidemiology and/or international public health;
  • Health sector experience in Africa an advantage;
  • Training/experience in Paediatrics, Internal Medicine or Infectious Diseases is an Advantage;
  • Proficiency in computer skills, especially in MS Office (Excel, Word, Access) and experience in working with databases and online applications.

    Languages Required
