Title: Technical Officer - MCH

Duty Station: Mandera, Kenya

Reports to: Field Coordinator

To assist the project partner, EPAG, and the Ministry of Health in the strategic planning, development and implementation of programmes designed for improving MCH in the context of MDGs 4 and 5.

Responsibilities

  • Conduct technical support visit to MCH Update sites and provide on site coaching as necessary
  • Provide technical assistance to community based stakeholders.
  • Assist in the implementation, coordination, monitoring, evaluation and documentation of collaborative activities with the Ministry of Health (MCH) on MCH services and related areas of work;
  • Provide technical support to the MOH in updating and adapting relevant guidelines, materials and tools;
  • Provide technical assistance to the MOH and relevant local counterparts in performing training needs assessments, organizing and implementing training activities.
  • Work with DHMT and health facility staff on preparations for and implementation of activities related to MCH
  • Manage specific activities, in a timely manner and to the highest standard, and work with colleagues to prepare activity plans and budgets.
  • Ensure clear and timely reporting to, and communication with the field coordinator.

    Essential qualifications

    This position requires the following qualifications:

  • Good clinical knowledge of community health and MCH projects.
  • 2 years MCH field experience.
  • Ability to provide technical advice on MCH, and inputs into the GPAF project.
  • Experience in capacity building of local staff working on MCH project
  • Good networking and communications skills- including with government.
  • Knowledge of local language

    Title: Office Administrator (Two years contract renewable)

    The principal function of the post holder is to provide administrative support to the running of Health Poverty Action in Mandera County.

    Responsibilities

  • Assist in the coordination and effective implementation of the project
  • Management of day-to-day office operations of the Mandera Programme
  • Assist the Field Coordinator in the implementation of the work plan and budget effectively and efficiently.
  • Follow up and ensure timely organization of all welcome services provided to programme-related visitors including HPA staff, consultants and donor staff. This includes making prior accommodation and security arrangements for visitors.
  • Ensure programme office is clean at all times.
  • Ensure levels of office consumables and other supplies are maintained as specified in the Office Operations Manual.
  • Ensure all project vehicle users make correct entries into the log book and ensure proper records are kept of all the spare keys, repairs, equipment and fuel intakes
  • Undertake other duties as may reasonably be requested by the Field Coordinator.
  • Assist in filling of project documents.
  • Prepare logistics for trainings and meetings.

    Essential requirements

  • Diploma in secretarial/business administration, social sciences, or related field.
  • Minimum 1 year working experience in a similar position.
  • Working experience with international organisations, NGOs is highly desirable
  • Have a high degree of computer literacy - to include competence in the following Microsoft applications - word processing, spreadsheets, databases, file management, e-mail and the internet.

    Job Title: Field Coordinator (Two years contract renewable)

    The Field Coordinator will be based in Mandera.

    The incumbent will be the key technical and managerial person at the field level for Health Poverty Action.

    He/she is responsible for providing technical leadership at the field level, day-to-day implementation of the MCH project.

    Oversee the implementation of the MCH Project initiatives by CBHRAs and the project partners and associates to improve the accessibility, utilization and quality of maternal and child health services.

    Responsibilities:

  • Work in collaboration with DHMT in strengthening the link between Community and the health facilities.
  • Work closely with Local leaders and Community Conversation Facilitators and project partner and associates in raising Health awareness and educate communities on maternal child health issues in the communities
  • Develop work plan based on the approved project’s work plan detailing activities to be undertaken, and implement in collaboration with actors in the project.
  • Will be the project Point Person for all MCH activities in Mandera County. The holder will coordinate, identify and mobilize stakeholders who will be collaborators in the implementation of activities, oversee activity roll out, implement and sustain knowledge and demand for services.
  • Support the Project Manager in needs assessments undertaken by the project in the area, including those for training needs, facility upgrades and other assessments to be undertaken in the program.
  • Liaise with MoH, and assist to conduct training needs assessment and identify health workers to be trained from project implementing health facilities.
  • Assist in organizing relevant workshops and participate in training.
  • Actively participate in the drawing, implementation and supervision of quarterly and annual project implementation plan.
  • Represent the organization at the community level during program implementation.
  • Prepare regular and timely program reports and submit to the program manager.
  • Identify and document challenges in implementation that would have negative impact and or undermine the performance of the program, identify solutions and implement actions on timely basis to avert negative performance in consultation with program coordinator, manager and other program team members.
  • Documenting information and write reports of all project activities undertaken at least 5 days after implementation, type and share with project Managers and technical officer. Use information generated by the activities to analyze gaps and plan for appropriate mitigation.

    Essential requirements

  • Significant experience in the implementation of community health projects in an NGO setting
  • Bachelors degree in health or other relevant degree
  • Strong conceptual and analytical skills
  • Computer literacy in Word, Excel, Access & Power Point
  • Fluent oral and written English
  • Good report writing skill

    Desirable requirements

  • Bachelors’ degree in health, social sciences or other relevant degree with 3 years experience.
  • Good understanding MOPHS policy, guidelines and service delivery system on maternal neonatal and child health as well as computer skills on report writing and spreadsheets

    Title: Monitoring and Evaluation Officer (Two years contract renewable)

    Job Summary

    The Monitoring and Evaluation Officer will be responsible for managing and maintaining the project data management system, support the implementation of the project Monitoring and Evaluation Plan.

    He/She will track, collect, and review project level performance monitoring data and assist project staff in documenting activity progress and results.

    He/She will monitor project activities and results; providing information on the status and progress of program activities; disseminating information; and reporting project results.

    Responsibilities

  • Assist in reviewing and compiling reports prepared by implementing partners.
  • Oversee and support partners to implement the project M & E plan.
  • Ensure that the project database management system captures all data relevant for monitoring and evaluation of the MCH program
  • Take lead in entry and analysis of project data from the field sites in the greater Mandera county
  • Oversee the management and maintenance of project data for regular reporting on program progress
  • Assist Project Partners in documenting lessons learnt, success stories, human interest stories and case studies
  • Assist in designing and implementing participatory processes and procedures
  • Assist in ensuring Quality Control of all M & E products
  • Representing the organization in relevant health meetings in Mandera County
  • Undertakes any other duties which might reasonably be requested

  • Bachelors degree in health, social sciences or other relevant degree
  • Strong conceptual and analytical skills
  • Computer literacy in Word, Excel, Access & Power Point
  • Fluent oral and written English
  • Good report writing skill

    Desirable requirements

  • Higher diploma in health, social sciences or equivalent with 3 years experience
  • Knowledge and understanding of arid and semi arid areas and the pastoralist communities
  • Working knowledge of managing database systems (Access, SPSS, SAS)
