The following employment opportunities are currently available at CNFA:

Chief of Party:

CNFA is currently recruiting Chief of Party candidates for an anticipated agricultural project in Rwanda.

Responsibilities:

The Chief of Party will be responsible for providing overall leadership management and general technical direction of the entire program, ensuring an integrated vision among different components and actors and a focus on achieving the results defined by the project.

Additionally, the Chief of Party will be expected to identify issues and risks related to program implementation and suggest appropriate program adjustments.

Qualifications:

  • 10 years or more of progressively responsible work experience managing and implementing livestock or agricultural development programs required;
  • At least 8 years of experience implementing dairy programs required;
  • 10 years of progressively responsible supervisory work experience including direct supervision of professional and support staff and assembly teams working on international development programs required;
  • 4 years or more of experience coordinating and leading public private partnerships (PPPs) to facilitate and increase private sector investment in agricultural value chains required;
  • Significant experience in management, private sector development, gender mainstreaming and working in a multi-cultural environment required;
  • Excellent verbal and written English communications skills required, French language skills highly desirable;
  • Demonstrated knowledge of advanced ICT skills, especially as they pertain to livestock/agriculture and value chain development highly desirable;
  • Working knowledge of USAID policies, rules and regulations required;
  • A MA/MS in international development, livestock, economics, agriculture or a related field required

    Deputy Chief of Party:

    Responsibilities:

    The Deputy Chief of Party will be responsible for leading enabling environment activities, acting as the project’s liaison to the appropriate agricultural agencies, government actors and other donors.

    Additionally, the Deputy Chief of Party will be expected to engage investors and other stakeholders in identifying potential points of entry in the dairy value chain.

    Qualifications:

  • 5 years or more of progressively responsible work experience managing and implementing multi-faceted international livestock development programs required, experience in the Horn of Africa highly desirable;
  • 5 years or more of progressive engagement with host governments on livestock-related enabling environment issues, institutional and policy reforms and private sector development required;
  • Substantial management experience and knowledge of project management work experience including direct supervision of professional and support staff and work in a multi-cultural environment required;
  • Verbal and written fluency in Kinyarwanda required;
  • In-depth knowledge of regional operating environment required;
  • Demonstrated knowledge of advanced ICT skills, especially as they pertain to applications for livestock/agriculture and value chain development highly desirable;
  • Previous experience utilizing technical knowledge and monitoring and evaluation procedures in Rwanda’s agriculture sector highly desirable;
  • Working knowledge of USAID policies, rules and regulations required;
  • Proficiency in Microsoft Office including advanced proficiency in Excel required;
  • A BA/BS in international development, livestock, economics, agriculture or a related field required.

    Senior Technical Advisor:

    Responsibilities:

    The Senior Technical Advisor will be responsible for oversight of technical-related project direction and management of policy and strategic development, strategy implementation and budget support.

    In order to be considered for this position, candidates must meet the minimum requirements listed below.

    Qualifications:

  • 10 years or more of progressively responsible work experience developing and facilitating government policy dialogue through policy and strategy development, strategy implementation and budgeting in the sector of international livestock development programs required, experience in the Horn of Africa highly desirable;
  • Ability to work with complex quantitative data sets and experience with Geographic Information Systems (GIS) required;
  • Experience in research on development issues in Africa and familiarity with quantitative research techniques highly desirable;
  • Knowledge of and experience in capacity-building activities in the public sector required;
  • Experience in management with demonstrable track record of superior leadership and management at top level in dairy or other relatable agricultural sectors required;
  • Familiarity with issues such as CAADP, agriculture sector strategies and policies and policy dialogue required;
  • Experience working with a wide range of key agriculture sector stakeholders including government entities and the donor community as well as civil society and the private sector required;
  • Excellent verbal and written English communications skills required, French language skills highly desirable;
  • Working knowledge of USAID policies, rules and regulations required;
  • Proficiency in Microsoft Office including advanced proficiency in Excel required;
  • A MA/MS in international development, livestock, economics, agriculture or a related field required.
