(Policy and Legal Reforms)
Agricultural Sector Coordination Unit (ASCU) is an inter-ministerial secretariat of the agricultural sector ministries.
It spearheads the implementation and coordination of the Agricultural Sector Development Strategy (ASDS).
To enhance efficiency of its secretariat, ASCU would wish to recruit a competent and highly motivated Policy and Legal Reforms Programme Officer.
Duties and responsibilities
Coordinate formulation of agricultural policies and legal reforms in line with ASDS, Vision 2030 and the Kenya Constitution 2010.
Champion and popularize the reforms and sector-wide initiatives necessary to implement the ASDS.
Roll out implementation of the Consolidated Agricultural Sector Legislation.
Participate in the identification and prioritization of cross-cutting and sector-wide policy issues and legal reforms.
Responsible for policy analysis on various sector issues, in line with ASDS.
Responsible for the finalization and implementation of the ASDS Medium Term Investment Plan (MTIP).
Overall day-to-day planning, coordination, management and reporting on activities of the Policy, Legal and Institutional Reforms Thematic Working Group (TWG) and other relevant ASCU activities.
Provide innovative and programmatic leadership, effective technical and timely administrative support to Policy, Legal and Institutional Reforms Thematic
Working Group (TWG).
Work closely with the other Programme Officers to support appropriate sector initiatives for the achievement of the objectives of the ASDS.
Carrying out any other duties assigned by the ASCU Coordinator.
Required Knowledge, Experience and Skills
An undergraduate degree in Law, plus a Master’s degree in either Law, or any other related degree in Social Sciences.
Good knowledge of policy, legal, agricultural and rural development issues.
At least 5 years work experience at management level.
Good understanding of Kenyan constitution and more so devolution.
Understanding of Kenya’s agricultural sector and the ASDS and other relevant government policy documents desirable.
Other essential attributes required include; Excellent report writing skills; proven ability to deliver quality output within strict deadlines; fully computer literate; ability to articulate issues and communicate effectively; ability to be a team player in a dynamic team; and fluency in written and spoken English.
Experience in the following areas will be an added advantage: public policy analysis and formulation; legal reforms; working in bilateral or multilateral programmes.
Sharp analytical mind, with good attention to detail.
Ability to multi-task effectively.
Ability to work independently and on own initiative.
Demonstrate professional ability, initiative and competence in organizing, guiding, and managing work.
High degree of honesty and integrity.
Demonstrated ability to mobilize resources.
Good organizational, communication, interpersonal and team skills.
