This Call for Proposals is published in Austria by the Austrian Development Agency (ADA).

One of ADC’s programme priorities in Uganda is water and sanitation, where it is actively involved in the Sector Working Group and Sector wide Approach (SWAP), and participates in Joint Water and Sanitation Sector Programme Support (JWSSPS, 2008-12) including a pooled funding arrangement (Joint Partnership Fund, JPF).

This call includes support for people returning to their home villages as well as for those who decide to settle in other locations.

The Overall Aim of projects submitted under this Call for Proposals is "sustainable access to safe water supply and basic sanitation for formerly displaced people in Northern Uganda (Amuru, Gulu, Kitgum and Pader districts)".

The Objectives of the proposed projects shall have a focus on rehabilitation and sustainability and/or on the establishment or improvement of the organisational and technical capacities of local authorities and/or communities, in order to ensure that neglected or abandoned water points can be used again and that the awareness and the institutional conditions are created to ensure the long-term functionality of the infrastructure.

Eligible applicants are development organisations as defined by the Austrian Development Cooperation Act Art.3.2. as well as Ugandan organisations or institutions, whose statutes are in conformity with Art.3.2. of the Austrian Development Cooperation Act and which dispose of adequate administrative and project implementing capacities and contribute to the strengthening of civil society structures as well as public structures of Uganda.

In addition all applicants have to fulfil the following criteria:

  • Experience, expertise and appropriate capacities in the field of water supply and basic sanitation services including related ‘software’ activities;

  • Specific technical capacity with respect to the interventions planned in the proposed project;

  • International applicants are strongly encouraged to involve a local partner NGO which is based or active in one of the four target districts;

  • Membership of the applicant or its local partner in Uganda Water and Sanitation NGO Network (UWASNET1) is mandatory. Membership application during proposal preparation phase is acceptable.
