Job Summary

  • The Administration Officer is responsible for coordinating, consolidating, and ensuring smooth implementation of and adherence to fleet management, facilities, and security procedures and provide logistical support Zamtel operations.

  • Also responsible to manage & deliver the specific Administration and Security functions smoothly and enabling environment for running the operations.

    Minimum Qualifications

    •Bachelor’s Degree Business Administration or related field

    Minimum Experience

    •Minimum of 3 year’s relevant experience managing people in a complex environment.

    •Experience in fleet/facilities and Security management a must.

    Planning

  • Create budgets for fleet management, facilities maintenance and security services and submit for approval

  • Develop operational plans for fleet, facilities and security services

  • Monitor expenses and payments and track budget

  • Manage logistics operations including all logistics assets in order to ensure timely and cost-effective delivery.

  • Define logistics strategy within the organization policies and procedures and ensure effective integration of logistics operations.

  • Monitor, supervise and ensure office administration and meet administrative requirements.

  • Managing responsibilities of all out sourced services by proper contract management.

  • Operational budgets for fleet, facilities and security services reviewed and approved

  • Operational Plans for fleet, facilities and security services implemented

  • Operational expenditure within approved budget

    Fleet Management

  • Check and verify requisitions for the procurement of vehicle service and repair parts

  • Review and approve vehicle service and repair plans

  • Maintain accurate and up-to-date records for all fleet assets

  • Participate in vendor negotiations and monitor vendor performance agreements

  • Supervise day-to-day fleet maintenance operations and assess risk and safety issues

  • Report on fleet utilization, performance and expenses

  • Monitor compliance to road transport and safety regulations and Zamtel Vehicle Policy

  • Correct vehicle service and repair parts procured

  • Vehicle service and repair plans implemented and adhered to

  • Fleet asset report submitted monthly

  • Vendor Service Level Agreements implemented and monitored

  • Provide leadership for the Fleet Management

  • Team and ensure the work environment is in compliance with Company and government,

  • safety and environmental standards.

  • Submit monthly fleet performance and expense reports

  • High compliance to Government and Company transport regulations

    Facilities Managements

  • develop and implement a facility management program including preventative maintenance and life-cycle requirements

  • conduct and document regular facilities inspections

  • ensure compliance with health and safety standards and industry codes

  • allocate and manage facility space for maximum efficiency

  • supervise maintenance and repair of facilities and equipment

  • plan and manage facility central services
    such as reception, security, cleaning, catering, waste disposal and parking

  • negotiate contracts to optimize delivery and cost saving, monitor activities of contract suppliers and check completed work by contractors and vendors

  • generate and present regular reports and reviews of facility-related budgets, finances, contracts, expenditures and purchases

  • Facilities well maintained and fault rate reduced

  • Monthly facility inspection reports submitted

  • Healthy and safe working environment

  • Office spaces allocated and optimized

  • Motivated facilities maintenance team

  • Customers to Company premises well received, secure and clean work places, satisfactory catering services, regular waste disposal and adequate and orderly parking

  • Service Level Agreements developed and implemented

  • Weekly and monthly facilities management reports submitted

    Security Services

  • Assist in the development and implementation security policies, protocols and procedures

  • Control budgets for security operations and monitor expenses

  • Attend meetings with other managers to determine security operational needs

  • Plan and coordinate security operations for specific events

  • Regular contact and feedback giving to security and cleaning companies and manage their performance through day to day dealing.

  • Review reports on incidents and breaches
    Investigate and resolve issues

  • Create reports for management on security status

  • Security Policy, Protocols and Procedures implemented

  • Security Budget approved and tracked

  • Operational security needs reviewed and resolved

  • Event security arrangements initiated and implemented

  • Fire Points and Drills implemented

  • Investigation reports submitted for review and approval

  • Daily/Weekly incident and monthly reports submitted
