Displaced and Refugee youth Enabling Environment Mechanism (DREEM) project
WUSC, through the DREEM project, will play a unique role as a technical assistance and strategic learning partner to the Mastercard Foundation and the Foundation’s partners. DREEM will contribute to the Mastercard Foundation’s commitment to meaningfully include refugee and displaced youth in their Scholars Program and Young Africa Works programming. As the Foundation also works to finalize a new refugee and displaced youth strategy, DREEM will engage with the Foundation to ensure that the project continues to support the overall objectives of the Foundation.
The DREEM project will focus on three key pillars:
Support Scholars Program(SP) partners and staff with the knowledge, capacity and networks to meaningfully recruit and serve refugee and displaced youth in higher education and transition to work opportunities and to work towards more inclusive societies;
Support Young Africa Works (YAW) country partners and staff in Kenya to gain the knowledge, capacity and networks to meaningfully include and develop programming that meets the unique training and employment needs, opportunities and aspirations of refugee and displaced youth, especially young women;
Strengthening Economic Opportunities for Refugees (SEOR) to complement WUSC’s existing Learning through Education and Access to Employment Pathways (LEAP) project and provide refugee entrepreneurs, especially young women with improved access to market-oriented business support services that improve business and employment outcomes in Kenya.
Under the supervision of the Nairobi-based DREEM Project Director, the Gender and Safeguarding Officer will work closely in collaboration with the WUSC team in Kenya, the Canada-based WUSC Advisory Team and the Mastercard Foundation team.
● In collaboration with the WUSC Kenya Gender Equality and Social Inclusion Advisor, develops and manages the DREEM GESI Strategy and program safeguarding work for all aspects of the DREEM project;
● Provides technical advice and guidance, ensuring an intersectional approach and up-to-date safeguarding guidance across the DREEM program;
● Identifies and mitigates risks and ensures the protection, security safety of all personnel, partners and beneficiaries
● Develops the appropriate mechanisms for periodic GESI and safeguarding reviews and adaptations;
● Develops and delivers training on gender analyses, gender-responsive
programming and policies across the DREEM network, providing direct coaching and capacity support as needed;
● Support partners in developing safeguarding policies and supporting broader safeguarding efforts across the region;
● Works in collaboration with the Policy and Strategic Communications Lead to develop gender responsive policy and research priorities;
● Works closely with the MERL Manager to effectively incorporate gender equality and social inclusion metrics in the DREEM framework and coordinate any relevant commissioned research;
● Contributes to the draft of the project’s progress reports by providing quality data and analysis on GESI activities results achieved;
● Works closely with the MERL team and supports the documentation of learning from DREEM project implementation;
● Supports the development and circulation of knowledge products that reflect lessons learned and success stories;
● Participates as required in regional and international meetings/workshops and internal WUSC communities of practice (remotely or in person, as feasible and appropriate) to share project lessons learned, success stories and research/studies findings;
● Manages relationships and projects with external consultants
Qualifications, experience and competencies
The ideal applicant will combine technical expertise in one or more of DREEM’s sectors (higher education, durable solutions for refugees, vocational and technical training, support to entrepreneurs and businesses, digital opportunities, women’s economic empowerment), a familiarity with the East African refugee context, a strategic and analytical mindset, excellent listening and interpersonal skills, and an ability to get things done.
Desirable candidates will possess the following:
● Bachelor’s degree in gender studies, economics, international development or other related field; Master’s degree preferred.
● At least 5 years of experience working in the coordination, implementation and evaluation of gender strategies in international development and/or humanitarian programming.
● Demonstrated experience in safeguarding work a requirement.
● Demonstrated ability to build the capacity of colleagues and partners in integrating safeguarding, gender and women’s economic empowerment into programming.
● Technical experience in at least one of DREEM’s core pillars would be an asset.
● Experience working with refugees,
● Superior oral and written English skills, including the demonstrated ability to distill data and create compelling narratives for a variety of audiences.
● Demonstrated experience in and commitment to working collaboratively across teams.
● Experience in infusing gender and other intersectional lenses across program strategies and activities.
● The role will require regular travel (up to 20%) to field sites in Kakuma Refugee Camp, Kalobeyei Settlement, and nearby communities in northern Turkana, as well as occasional regional and international travel for conferences, workshops and meetings.
● Ability to work a flexible schedule.
