Purpose of the Position:

  • Provides and supports strategic leadership that influences the quality and impact of Child Protection (CP) programming in humanitarian action within Disaster Management (DM) and key technical and ministry areas. This will entail working with key stakeholders (especially Global Centre Child Protection and Participation team advocacy and communications) to ensure and develop key evidence based programmatic guidance for CP in humanitarian contexts for use by the field and support offices, in alignment with global CP sector priorities and approaches.

  • The role involves programmatic strategy development and field focusing activities to build capacity, evidence and credibility with donors, partners and the international community, supporting the implementation of the partnership strategy in relation to humanitarian responses and ensuring all humanitarian sectors mainstream child protection and/or CP is integrated in programming for humanitarian responses. The role includes leading and coordinating external engagement with relevant networks and fora, in particular with the Alliance for CPHA.

  • The position requires extensive travel (at least 50%) and will require deployment into Category 3 disasters to design, lead and manage the CPHA response.

    Key Responsibilities:

    Humanitarian Response and Technical Support:

  • Provide strategic sector leadership and appropriate management of Child Protection in humanitarian action (CPHA) program activities:

  • Support National Offices (NOs) to be actively part of in country CPHA national and local coordination led contingency and response plan.

  • Oversee the inclusion of CP questions in assessments to identify a robust CPHA package for the response, as a standalone program and/or integrated into education, health and nutrition, livelihoods & food security or other programs.

  • Lead promotion of safeguarding including child safeguarding measures including development of child participation to media visit and any other forms of communication of children stories documentation, interview etc…

  • Ensure that CP is integrated in all programming in humanitarian responses by working with Program officers and other sector leads.

  • Manage and guide budget and procurement processes during the design and program implementation in close collaboration with finance and procurement.

  • Lead hiring process for qualified local and expatriate staff and partner selection to implement CPHA or integrated programmes.

  • Represent WVI for CPHA engagement with donors, partners in humanitarian response and media to ensure that WVI is positioned as a viable partner for CPHA programs.

  • Lead discussions on Emergency Response Fund (ERF) and Humanitarian Response Plan( HRP) process to strengthen financial portfolio supporting CP in early stages of emergency; and lead on facilitating CP coordination tools and guidelines.

  • During deployment manage CPHA programs including associated project staff and promote technical excellence in the application of internal and interagency minimum standards including humanitarian standards, child protection minimum standards, Inter Agency Standing Committees (IASC) guidelines and ensure documented lessons learnt, cross cutting themes are incorporated into designs.

  • As a member of operations team participate to all operations meetings and keys internal meetings with advocacy, SOs and support service and update the response leadership on issues and key actions related to child protection in natural disasters’ responses.

  • Represent WVI at key coordination forums related to CP such as sub clusters and working groups or national local government and civil society planning meetings.

  • Ensure that WV’s work and plans are well articulated and included in all reports including SITREP, 5Ws and donors and update ER database with updated CPHA data set.

    Capacity Building and Talent Pool Management:

  • Ensure CPHA competencies are identified and transferred across the organisation and develop capacity building options to ensure skill transfer, capacity building and the implementation of evidence-based CPHA interventions/programs.

  • Develop jointly with CP/EiE technical Unit staff blended learning and capacity building curriculum on CPHA, and support integration of CP into other sector including EiE
    and MHPSS.

  • Facilitate training opportunities for relevant staff and/or interagency partners with a special focus on Regional Disaster Management Teams.

  • Validate and manage of the GTRN CP profiles for deployment pool.

  • Contribute to the adaptation of core CP project models to disaster settings.

  • Working with partnership sector teams to find linkages within the core project models to include appropriate CPHA interventions and skills.

  • Develop guidance notes and training materials as appropriate for Field Office (FO), Regional Office Regional Office (RO) and Global Center (GC).

    Strategy Development and Evidence Base on CP Programmes in Natural Disasters:

  • Contribute to the processes of conducting technical analysis, development and implementation of research for best practice CPHA interventions and applications to humanitarian projects.

  • Through collaborating with technical specialists to identify successful evidence-based CPHA programs for adaption in context appropriate programs in partnership with global, regional and local CP agencies.

  • Lead high-quality reviews, analyses and reports and/or secondary research on the application of CP initiatives and practices in programming.Develop systems and reporting mechanisms for real time evaluation and post project evaluations to test the effectiveness and impact of CPHA initiatives and practices.

  • Oversee CPHA inputs shared through the WV partnerships including DM, CPP team, SO, RO and TSO.

  • Encourage active participation in CoP meetings and represent DM CP issues in Global Forums to disseminate this information e.g. international and regional conferences, CoP meetings.

    External Engagement:

  • Coordinate on behalf of World Vision, under the supervision of DMM Global director for CPHA and EIE the work of the Alliance for CPHA ensuring strategic leadership, management of the administrative and budgetary processes required to support the setting and implementation of the Alliance's work plan, ensuring appropriate mechanisms are in place for monitoring performance, the sharing of lessons and experiences, and reporting.

  • In collaboration with the CP AoR, UNHCR and other members of the Alliance facilitate field input to inform priorities and design of support and guidance for field colleagues in interagency efforts.

  • Participate in strategic discussions to influence policy and agenda setting for promoting child protection in humanitarian response.

  • Represent the organization effectively in key forums (Global and regional working groups, UN and academic forum and other CPHA related organizations) and build and maintain these networks.

  • Development of partnerships with organizations and agencies to fund and implement CPHA or integrated programs.

    Knowledge, Skills and Abilities:

  • Demonstrated knowledge of the UN humanitarian reform and cluster system, institution of the UN system and policies and guidelines related to child protection in humanitarian action.

  • At least 8 years Proven field experience in establishing CPHA programme natural disaster settings including sound knowledge and understanding of how to use and implement the CPMS and other IASC guidelines related to CPHA programme.

  • Proven ability in programme design and management including assessments, reviewing and writing grants, and evaluation.

  • Proven ability in capacity building including training.

  • Strong understanding of context and conflict issues in complex humanitarian emergencies.

  • Demonstrated experience in developing and facilitating training across different cultures and language contexts.

  • Demonstrated professional development and experience in M&E or research.

  • Track record in managing large groups or network through participatory and inclusive methodologies.

  • Minimum of a Master’s Degree in a related field, i.e. Humanitarianism, child protection, social work, child or youth development related discipline, mental health, sociology, anthropology, education, law.

  • Completion of a recognized security training within the last 5 years (HEAT).

  • Fluency in English is required. Knowledge of French will be a strong asset.


  • Demonstrated track record in the development of global public goods and resource mobilization are preferred.

  • Negotiation and facilitation techniques.

  • Conflict resolution training.
