  • The position holder will lead and coordinate the Centre’s research on Integrated Water Resources Management (IWRM) and water-energy-food (WEF) nexus analysis in terrestrial and marine systems, including oceans.

  • A major role for the position holder will be to undertake water modelling using SEI’s WEAP (Water Evaluation and Planning Tool), and other tools, lead policy engagement on water, oceans and blue economy, and coordinate capacity building activities, including training while also providing scientific advice to external partners, including policy makers, local communities and private sector actors.

    Primary Duties and Responsibilities

    Research, Policy and Capacity Development Tasks

  • Lead the Centre’s research on Integrated Water Resources Management (IWRM), water-energy-food (WEF) Nexus, Water and Sanitation (WASH), and Oceans and Blue Economy.

  • Lead and coordinate water systems modelling and analysis using the WEAP (Water Evaluation and Planning) tool and other water management tools to quantify current and projected water demands across different sectors, considering drivers of change, including climatic variability.

  • Lead Centre’s engagement in key policy processes, including the Sustainable Development Goals (SDGs), the UN International Decade for Action on Water for Sustainable Development (2018-2028), the United Nations Decade for Ocean Science for Sustainable Development (2021-2030), the African Ministerial Conference on Water (AMCOW), among others, at the national, regional and global levels.

  • Lead and coordinate internal and external capacity building initiatives, including coordinating training and providing technical support for users of SEI’s Decision Support Tools (DST) for water planning and management (WEAP, ReVAMP).

  • Lead projects, including coordinating project teams, and contributing to research design, data collection and archiving, data analysis, writing of publications, and dissemination of findings through seminars, workshops, conferences, and other public outreach activities;

  • Provide thought leadership on water and oceans, by identifying, analysing and proposing actions by SEI to respond to emerging environment and development issues related on water, oceans and ecosystems, at the global, regional and national levels.

  • Contribute to formulation and implementation of the Natural Resources and Ecosystems Programme’s work plan, including budget preparation, programme design, knowledge management, and implementation of research projects.

  • Work with the Communications team to undertake outreach activities that include media appearances, public presentations, science-policy dialogues, media briefings, and preparation of articles for specialist publications as appropriate.

  • Supervise postgraduate students and contribute to teaching and training at universities that have partnership arrangements with SEI.

    Centre Development

  • Provide guidance to early career research staff in the research process and career development and contribute to SEI’s staff research development program.

  • Contribute to strengthening the relationship between the Centre and other partners through joint research, policy engagement and capacity development activities.

    Project Specific Tasks

  • Lead and coordinate the implementation of the project “Applying the Water-Energy-Food Nexus to Promote Ecosystem Based Adaptation in the Ewaso Ny’iro North River
    Catchment, Kenya.”;

  • Lead the Centre engagement on the project “The Sustainable Water Partnership (SWP).”;

  • Lead the Centre’s policy engagement in support of the Sustainable Blue Economy (SBEC), the United Nations Decade for Ocean Science for Sustainable Development (2021-2030), and engagement with the regional and continental processes, including the African Ministerial Conference on Water (AMCOW);

  • Work on existing and new projects as assigned and as per general tasks.


  • Ph.D. degree and 3 years work experience, or a Masters degree and 7 years work experience in Hydrology, Engineering (Water or Agriculture Engineering), Geography, Natural resources management, Environmental Science, Ocean Science, Aquatic Science, Public Policy, or interdisciplinary studies with Water and/or Oceans relevant qualifications.

  • Research background in water management, WEF (water-energy-food) nexus), ocean and ecosystems management, preferably applied research that policy andlicy and decision-making in African context.

  • Track publication record in both refereed and non-refereed publications.

  • Experience in water systems analysis, and water modelling in a GIS environment, including strong ability and skills in using WEAP and other water management tools.

  • Research, policy and capacity development experience in water, oceans, ecosystems and related areas;

  • Knowledge and understanding of policies on water, oceans and in related sectors

  • Experience in communicating scientific information to a range of different audiences.

  • Experience in project/research design, implementation and management.

  • Proven experience in fundraising and writing of research grant proposals



  • Knowledge of and understanding of policies on water, oceans and blue economy at the national, regional and global levels;

  • Specific experience of using SEI water and resource management tools, especially WEAP and ReVAMP and tools;

  • Highly developed verbal and oral communications skills to engage effectively with a wide range of audience, including scientists, policy makers, civil society actors, and the general public;

  • Ability to work independently, with little supervision, as well as being comfortable working in international teams in a virtual environment.


  • Fluency or working ability in Kiswahili, French and/or other relevant languages;

  • Demonstrated record of interdisciplinary collaboration, partnership and team building as well as the desire to work in a collaborative and multicultural environment;

  • Strong motivation, personal initiative and commitment to excellence and results, as well as enthusiasm for doing scientific research.

  • Willingness to travel frequently to support partners
