  • We Effect, Regional Office of Southern Africa (ROSA), under Zambia Country Office is looking for an experienced Planning, Monitoring and Evaluation (PME) Officer for the anticipated EU funding on Lusaka Transmission Distribution Rehabilitation Project (LTDRP) – Low voltage Distribution Network: Women Empowerment and Micro Small Enterprises Support. The project is aimed at building resilient and profitable businesses able to use electricity and owned by women and youth.
    The preferred candidate will play a key role in ensuring technical support to We Effect’s partner organisations, especially as regards to gender transformation, transformative leadership, micro small enterprising and business development. Must possess an extensive network, in-depth understanding and skills in monitoring, evaluation and learning for the project. The Project Officer will also assist in ensuring smooth coordination of activities by We Effect and its partner organisations to guarantee compliance with the grant agreement and We Effects policies, strategies and quality requirements.

    Main Responsibilities Include

    • Support into the design and revision of Theory of Change, Logical Framework during inception phase.

    • Support to facilitate the development of TORs for implementation of all evaluations including, but not limited to, baseline and final evaluation activities, special studies and operational research and also to s upport participatory process in design and implementation of the monitoring, evaluation, accountability and learning (MEAL) system including use of monitoring templates, standards, approaches and tools for data collection and data management .

    • Collaborate with staff and partners to ensure that planning, monitoring, evaluation and learning systems capture and transmit data according to standards, definitions and processes.

    • Support the development of project documents and tools, as well as technical manuals or guidance, training materials, and quality improvement and assessment guidelines.

    • Collect, compile, analyse and disseminate M&E related information to We Effect staff and partners for improved programmes decision making.

    • Contribute to the learning agenda through the design and implementation of
    a systematic way of documenting and disseminating lessons learnt, most significant change stories and good practices internally and externally and help increase project knowledge.

    • Participate in regular field visits and support the review of partner organisations technical reporting to validate against data reports.

    • Support annual projects Self-Assessment exercise for the Country Programme.

    • Support the Project lead in the review and consolidation of monitoring data for reporting against the log-frame and performance indicators for donor reporting and internal programme reviews.

    • Representation and communication; and • Other responsibilities as assigned.

    About The Candidate

  • As PME Officer, you are a team player willing to work with 2 partner organisations with experienced in gender transformative programming and micro small enterprising , able to work independently and provide technical assistance to partners.

  • You will have excellent interpersonal skills and demonstrated ability to establish effective working relations with partner organisations, staff and other stakeholders.

  • You have excellent organisational, scheduling and planning skills and ability to meet deadlines.

  • As an officer, you are positive and have the ability to work under tight deadlines.

    Qualification Requirements

    • Relevant academic degree in International development, Social Sciences, Monitoring and Evaluation, Agriculture, Economics or other related fields. Master’s degree will be an added advantage.

    • At least five (5) years’ experience of Programme/project planning, monitoring and evaluation including, but not limited to Swedish International Development Cooperation Agency (Sida) and European Commission EU.

    • At Least five years’ experience in monitoring gender transformative programmes/projects in Zambia.

    • Demonstrated expertise in rigorous quantitative and qualitative research.

    • Proficiency in MS Office application and use of analytical software i.e. STATA /SPSS/ NVivo;

    • Documented hands-on practical experience in setting up and managing monitoring and evaluation systems including data quality and fostering organisational learning.

    • Excellent oral and written communication skills .

    • Experience in applying a Human Rights Based Approach, agricultural value chains and working on environment, climate change or resilience will be added advantage.

    • Able to work with minimum supervision.

    • Excellent oral and written English communication skills.

    • Registered member with the Zambia Monitoring and Evaluation Association ( ZaMEA ) would be an added advantage.

    Merits

    • Proficiency in two or more Zambian local languages.
