Background:

  • The Center for International Health, Education and Biosecurity (CIHEB)-Kenya is a local non-governmental organization collaborating with the Ministry of Health and County Health Management Teams to strengthen health systems for improved quality of health care in Kenya.

  • CIHEB-Kenya is seeking to recruit candidates for the USAID Stawisha Pwani project.

  • The USAID Stawisha Pwani project is a 5-year Kenya Health Partnerships for Quality Services (KHPQS) project to be implemented in four coastal counties of Kilifi, Kwale, Mombasa and Taita
    Taveta.

  • The aim of the project is to increase the use of quality county-led health services by strengthening county health systems with a focus on HIV Prevention & Treatment, FP/ RMNCAH
    and Nutrition.

  • The program aims to support the four county governments toward sustainability in quality and systems of health services.

    Job Summary:

  • The County Team Lead will provide overall leadership and technical support to the USAID-funded Stawisha Pwani county-based technical team and oversee the design, planning and implementation of all aspects of supported program activities. This will include development of work plans, relevant technical strategies, and innovations.

  • The incumbent will ensure that technical assistance leads to high quality services; increased HIV testing, HIV positive identification, antiretroviral coverage and uptake of HIV treatment, PMTCT, TB, FP, RMNCAH and Nutrition services, adherence support and continuity of treatment for all populations, including key and priority populations.

  • This position will collaborate closely with county health management teams, and other relevant stakeholders to lead capacity transfer strategies, achieve targets, utilize evaluation to inform program strategy and sustainably strengthen the health systems.

  • The County Team Lead will report to the Deputy Chief of Party

    Roles and responsibilities

  • Provide oversight to the USAID-funded Stawisha Pwani county based technical team and coordinate the implementation of program workplans and strategies towards desired targets

  • Coordinate the work planning, design, planning and implementation of supported HIV, TB, FP, RMNCAH and Nutrition services in the county

  • Participate in planning and implementation of supported activities in collaboration with county and subcounty health management teams.

  • Provide technical leadership and technical support related strengthening the pillars of the health system to support quality HIV and TB services

  • Develop guidelines, tools, standard operating procedures, and recommendations related to the implementation, evaluation of clinical management of HIV and TB

  • Provide leadership in the development of lessons learned in health programming and apply these lessons to improve the program.

  • Design and lead project CQI initiatives and technical assistance to increase utilization of HIV and TB services for desired outcomes including continuity in HIV care and viral load suppression

  • Provide technical assistance in non-ART clinical care including the management of opportunistic infections and TB; and by strengthening the capacity of field staff and health care workers.

  • Provide technical assistance in capacity building to strengthen capacity of program staff and facility staff, in collaboration with USAID, County Health Management Teams (CHMTs) and Sub County Health Management Teams (SCHMTs) to achieve program objectives and results, including achieving HIV epidemic control.

  • Monitor and ensure that the program meets the milestones and
    targets set by the donor in accordance with the program work plan, ensures all activities are conducted in close coordination with the donor and county governments, and are aligned with Ministry of Health standards, protocols, and policies

  • Use technical quality, leadership, and accountability (TQLA) as a central strategy to provide technical assistance to program staff to design, develop, implement, monitor, and evaluate strategies to effectively integrate various components of service delivery elements as appropriate.

  • Stay abreast of latest technical developments in the field of care and treatment and support the CHMTs and SCHMTs to apply cutting edge strategies to the HIV and TB programming.

  • Oversee the development of all regular and ad hoc care program technical reports, as well as other deliverables

  • Represent the program on with external audiences at conferences and other fora as needed.

    Required Qualification

  • MBChB/MB.BS/MD/ or similar degree with 10 years of relevant experience, and at least 5 years of progressive experience working in the health or development field in Kenya.

  • Possession of an MPH or post graduate degree in a related field is required.

  • A minimum of 5 years of experience in designing, implementing, managing, and leading HIV care and treatment programs for a large project involving multiple partners, stakeholders, and geographic target areas in Kenya.

  • Prior experience as a Technical Director/ Care & and Treatment Lead or senior leadership role at a similar level.

  • Strong knowledge and familiarity with cutting-edge HIV programmatic strategies and clinical expertise, with the ability to perform complex data analyses and make recommendations based on findings. Must also have the ability to articulate and disseminate information via multiple channels with clear communication in English.

  • Previous experience in providing technical assistance, strengthening health systems, and building capacity of program staff. Previous experience with TQLA will be an added advantage.

  • Demonstrated ability to work independently, manage a high-volume workflow, adhere to timelines, as well as to lead and work collaboratively with others. Must be able to develop and maintain sound professional relationships among project staff, partners, host government and other stakeholders.

  • Proven experience in project development, planning and facilitating technical training.

  • Familiarity with Kenya public sector health system and NGOs

  • Ability to undertake extensive local travel, and limited international travel as assigned.
