[Background

  • The Health Population and Nutrition (HPN) office is USAID/Kenya and East Africa’s (KEA) largest office, managing a portfolio valued at over $400 million annually. The office receives funding from a number of U.S. Presidential Initiatives, including the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Feed the Future (FtF), as well as other USAID health funds for family planning, maternal newborn and child health, nutrition, water sanitation and hygiene.

    Major Duties and Responsibilities

    Technical Support 50%


  • Provide leadership, technical guidance, coordination and monitoring/evaluation of gender and GBV related activities for HIV/AIDS/TB activities to HPN and USAID /Kenya mission as needed.

  • Provide strategic guidance and technical assistance to integrate gender GBV prevention and intervention into HIV/AIDS and TB activities.

  • Work closely with the mission Gender Specialist, HIV/AIDS and TB team, other PEPFAR technical teams within HPN to develop and roll-out gender GBV related guidelines and standards.

  • Advocate for integrated gender and GBV programs in portfolio reviews in order to ensure that USAID/Kenya programs contributes to relevant health Project Appraisal Document (PAD) and Sustainable Development Goal (SDG) goals.

  • Work to best facilitate knowledge management through an exchange of technical information and ideas, to collaborate on cross cutting issues, provide effective collaboration among actors in HIV/AIDS and HPN to promote program/project synergies.

    Program Management 35%

  • Provide technical assistance in capacity building, planning, implementation, monitoring, and evaluation to key USAID governmental and non-governmental partners, to ensure that they develop measurable plans and objective for implementation of innovative gender and GBV projects.

  • Provide guidance on new program initiatives, draft program documents to ensure funding and implement activities, and manages the relationships between USAID/Kenya and IPs implementing gender and GBV integration activities.

  • Serves as A/COR and Activity Manager for several activities. In this capacity, the incumbent reviews and approves work plans, budget, performance monitoring plans, quarterly and annually reports and other key documents for USAID-supported projects.

    Representation and Reporting 15%

  • Provide technical input into PEPFAR planning and reporting process including quarterly PEPFAR Oversight and Accountability Review Team (POART), Country Operational Plan (COP) development, and writing the gender section of the Performance Plan and Report (PPR).

  • Maintain responsibility for supporting HPN and Mission in developing agency operational plan and strategies, such as the Country Development Cooperation Strategy (CDCS) and the Operational Plan.

  • Ensure that IPs that received PEPFAR funding are compliant with USG and USAID gender policies.

  • Bachelor’s Degree With Specialization In Social Work, Gender, Law/human Rights, International Relations

    Education:

  • Bachelor’s degree with specialization in social work, gender, law/human rights, international relations, and/or other related social science disciplines.

    Post Entry Training:

  • On-the-job familiarization training in USAID and GBV- and gender-specific procedures, regulations, and methods, and orientation to working from a donor-Agency perspective, etc., will be provided.

  • Formal COR/AOR certification is required for successful performance and will be provided.

  • Other courses, training to maintain professional capability in the field, and courses offered for professional USAID staff as appropriate; and, courses, seminars, conferences, and other activities in fields related to the function and needed to maintain and update professional qualifications as appropriate, will be provided as they become available, and subject to availability of
    funds.

    Language Proficiency: Level 4 (advanced professional proficiency) English and Kiswahili, both oral and written, is required.

    Prior Work Experience:


  • Three (3) years of proven specialized experience in GBV prevention and response, and experience working in the area of health and gender including the analysis of gender integration and empowerment.

  • Demonstrated professional-level experience in integrating rigorous gender analysis into program/project planning, design, development, implementation and monitoring and evaluation.

  • Established experience with developing and implementing practical, field-based approaches to addressing gender and GBV constraints and advancing gender equity in HIV/AIDS activities, including the ability to train and develop professional capacities of others in gender integration and program monitoring.

    Job Knowledge:

  • The Specialist must have a comprehensive knowledge of gender and GBV policy and programming as well as theories and practices around improving access to and quality of HIV/AIDS services and health care is required.

  • S/he must have a professional-level knowledge of development principles, concepts, and practices, especially as relevant to gender-related education, prevention, and treatment activities in the host country and/or region, and the problems and policies in the host country from the business, political, civil society, and social perspectives.

  • The Specialist must have knowledge and understanding of the economic, political, social, and cultural characteristics of the host country; development problems in the health sector in the host country and the region; an understanding of the resources, resource constraints, and overall development prospects and priorities of the host country and the region and how these affect gender and S/GBV programming; and, knowledge of, or the potential to quickly acquire knowledge of, USG legislation, policy, and practice relating to S/GBV, and of programming policies, regulations, procedures, and documentation, and of the objectives, methodology, and status of assigned activities.

  • The Specialist must have knowledge and understanding of the organization and respective roles of the different levels of the host government, in order to enhance effective communication, and to develop consensus on program/project/activity strategy and implementation.

  • Technical knowledge of current developments on GBV related morbidity and mortality reduction.

  • Ability to process information from a wide variety of sources into cohesive, polished documents, reports and technical policy briefs.

  • Knowledge and understanding of the GBV in low resource settings, particularly in the areas of GBV.

  • Diplomacy and tact to work effectively with variety of internal and external stakeholders in multicultural environment.

  • Ability to work effectively in a team environment, and coordinate well with others.

  • Ability to establish and maintain effective working relationship with USAID/Kenya, across the interagency and with the Kenyan public and private sectors.

  • Excellent organizational skills and the ability to multitask and meet deadlines in a complex, frequent changing environment is a requirement.

  • Demonstrated analytical skills and problem-solving skills.

  • Excellent in the usage of computers and office software packages (MS word, Excel, etc), experience in handling of web-based management systems.
