USAID Project Development Specialist - Data and Knowledge Management Specialist Jobs in Tshwane Metropolitan South Africa


Basic Function of Position:

  • The Regional Program and Project Development Office (RPPDO) is responsible for broad program support and coordination of the bilateral South Africa program and the Southern Africa regional program. RPPDO serves as principal advisor to Mission management and staff on development issues, strategy, program planning, project development and implementation, and monitoring and evaluation of the bilateral and regional USAID programs.

  • The Specialist’s role addresses the following Program Office functions and applies to both USAID/Southern Africa’s (USAID/SA) Regional and Bilateral Programs:

  • Monitoring and Evaluation (M&E) and Collaborating, Learning, and Adapting (CLA); and Strategic Planning and Execution

  • The Specialist serves as one the Mission’s subject matter experts (SME) on CLA and Knowledge Management (KM) and provides ongoing technical assistance to technical teams in South Africa and the regional OUs we support.

    Major Duties and Responsibilities:

    Monitoring and Evaluation (M&E) and Collaborating, Learning, and Adapting (CLA) (60%):

  • The Specialist will provide leadership, advice, and assistance to RPPDO and other USAID staff on Data and Knowledge Management (KM) aspects of M&E and CLA for the bilateral and regional development programs. The job holder’s tasks will include but are not limited to:

  • Supporting implementation of the Mission’s Performance Management Plan (PMP) and Learning Questions;

  • Promoting adoption and utilization of PMP and context indicators by South Africa and the regional OUs we support;

  • Providing technical assistance to both USAID/Southern Africa’s Regional and Bilateral programs by:

  • Ensuring analytical rigor and quality control and providing AOR/CORs and IPs with troubleshooting support during quarterly and annual data calls;

  • Supporting OUs and Implementing Partners (IPs) with adoption and use of reporting systems (e.g., DIS);

  • Conducting annual data refresh exercises to update Baselines, Targets, and Indicators

  • Leading on the creation of an online tracking tool for Post-Evaluation Action Plans;

  • Ensuring quality control and data submission of the Performance Plan and Report (PPR);

  • Engaging with local Communities of Practice to build partnerships with IPs and host government;

  • Prepare, deliver, and disseminate reports, briefers, and presentations for internal and/or external stakeholders;

  • Ensuring compliance with the Agency "Big Data" data-collection and dissemination efforts as per Automated Directives System (ADS) by serving as the Mission’s Data Steward;

  • Carrying out all responsibilities including but not limited to: Reviewing work plans, budgets, performance reports, and other key documents to ensure partners are in compliance with award requirements;

  • Monitoring the contractor’s performance and verifying that it conforms to the technical requirements and quality standards agreed to in the terms and conditions of the contract

  • Institutionalizing CLA at the mission by:
    Utilizing the results of a Knowledge Audit as the basis for a KM strategy and/or Mission Order;

  • Leading on implementation of the KM strategy and/or Mission Order across the Mission and region;

  • Overseeing the drafting of an Action Plan resulting from the Knowledge Audit;

  • Implementing the recommendations in the audit report across the Mission and region;

  • Designing efficient processes to identify, store, manage, synthesize, package, and disseminate information for strategic use (e.g., cleaning up and overseeing the organization of RPPDO’s Google Drive);

  • Developing collaborative tools to facilitate knowledge sharing across the team, office, partners, and relevant stakeholders;

  • Integrating KM behaviors into RPPDO and Mission operational procedures in order to routinize a sustainable approach to knowledge and information use;

  • Work with the Geographic Information System (GIS) Specialist to synthesize qualitative and quantitative data to elucidate operational issues and key themes across partners and geographies;

  • Working with the Mission’s M&E and CLA Community of Practice (e.g., “Learning Champions”) to promote internal collaboration and information sharing between technical teams and regional OUs and fostering a culture of learning

    Minimum requirements

    Education:

  • University Degree in social science, economics, international relations/development, public policy/administration, monitoring and evaluation, knowledge management, data analysis, or related field is required.

    Prior Work Experience:

  • A minimum of 5 years of experience in
    M&E, CLA, Knowledge Management, economics, and/or international development working for or with the South African Government, USG agencies, USG implementing partners, international donors or civil society organizations.

  • Experience should include design and creation of knowledge generation, management and learning processes, systems and products that vary in media (in-person forums, as well as documents, video, social media) and platforms.

    Post Entry Training:

  • The successful candidate is expected to possess all the necessary technical training and skills required to perform the duties and responsibilities required of the position. S/he will receive familiarization training in USAID-specific procedures and regulations.

  • In addition, training to maintain professional capability in the field, s/he will be provided opportunities for courses, seminars, conferences, and other activities in fields related to the function, subject to availability of funds.

  • The Job Holder will be required to undergo USAID training including: Introduction to the Program Cycle, Project and Activity Design, Applied Monitoring, Evaluation, and Learning and maintain a COR/AOR certification. The successful candidate is expected to possess all the necessary technical training and skills required to perform the duties and responsibilities required of the position.

  • S/he will receive familiarization training in USAID-specific procedures and regulations. In addition, training to maintain professional capability in the field, s/he will be provided opportunities for courses, seminars, conferences, and other activities in fields related to the function, subject to availability of funds.

    Language Proficiency:

  • Level IV English proficiency. The applicant must read, write, and speak fluent English.

    Job Knowledge:

  • The Specialist is expected to be highly knowledgeable of the development issues faced in South Africa and the region. This includes knowledge of official government development priorities.

  • Emphasis will be placed on knowledge of the current state of health, education, economic growth, and democracy issues. An understanding of project/activity implementation and M&E and CLA processes is required.

  • Thorough, professional-level knowledge of the discipline of Knowledge Management, including knowledge generation, management and learning processes, systems and products. Working knowledge of ICT technologies and applications; knowledge of usability and user-centric web design techniques and the principles of web development; web programming such as HTML and JavaScript; and knowledge of web content management systems such as Drupal and WordPress is required.

    Skills and Abilities:

  • Excellent interpersonal, oral/written communication skills; able to work in team-based environments. Excellent writing and editing skills in English. Knowledge of ICT, administrative and management skills, policy and diplomacy skills are necessary.

  • Excellent project management skills and the ability to work as team member in a multi-cultural environment with a variety of people on real and virtual teams. Proven ability to achieve consensus among multiple and diverse counterparts, to be flexible, and to adapt to changing situations as needed.

  • Excellent knowledge of southern African cultural practices, beliefs and traditions, and the ability to translate between southern African culture(s) and global culture. Demonstrated ability to independently analyze political, social, economic, and policy issues.

  • Possess the ability to prioritize in a multi-tasking environment and cope with shifting timeframes and short deadlines. Demonstrated capacity to develop/implement work plans, monitoring and evaluation activities, and reports.

  • Broad interest in investigating and applying new tools, approaches and solutions, in a context with broad client definition, experience and motivation to further ease workflows and enhance results.
