Duties Under the supervision of the Branch Chief of Epidemiology and Strategic Information (ESIB), the incumbent provides support to the President’s Emergency Plan for AIDS Relief (PEPFAR), contributing technical advice and guidance in the planning, implementation and monitoring of HIV/AIDS epidemiologic and surveillance surveys and operational research projects in Malawi. The incumbent serves as CDC technical and scientific advisor to the National AIDS Commission (NAC), the Ministry of Health (MOH) and other implementing partners, providing leadership, technical guidance and scientific quality enhancement for CDC-supported HIV/AIDS and other health epidemiologic, surveillance and surveys and studies in Malawi.
Develops survey and study protocols, national surveillance strategies, provides guidance in implementation of studies, monitors progress of research projects and provides oversight and technical assistance in analyzing study results. Serves as a Project Officer for cooperative agreements and is a primary contributor to the planning, development, and review of surveillance and epidemiologic components of the annual Country Operational Plan (COP) for Malawi.
The incumbent ensures collaboration among PEPFAR Malawi partners involved in HIV/AIDS surveillance, surveys and epidemiologic studies and activities and takes the lead in promoting use of internationally recognized best practices in support of PEPFAR-sponsored HIV/AIDS surveillance and epidemiologic projects in Malawi. Identifies training needs and recommends training for junior staff with the Epidemiology team and among implementing partner staff involved in HIV surveillance and epidemiologic studies/surveys.
Qualifications and Evaluations
Five years’ experience as an Epidemiologist or health scientist with a research organization, university, or public health services implementing agency is required.
Masters or host country equivalent in Epidemiology, Health Science or Biostatistics is required.

Level IV (fluency - speaking/reading/writing) in English is required.
Skills and Abilities:
Comprehensive knowledge and experience in HIV/AIDS epidemiology and surveillance is required. Thorough public health knowledge of current HIV/AIDS issues is required.
Detailed knowledge of the host government health care system and structures including familiarity with MOH policies, program priorities and regulations is required.
Detailed working knowledge of USG HIV/AIDS public health programs, strategies, methods, processes and
techniques used to plan, develop, implement and evaluate results of surveillance and epidemiologic projects and programs is required.
Excellent oral and written communications skills to develop and maintain effective working relationships with national and international health partners are required.
Good working knowledge of team management techniques to plan, organize and direct multi-disciplinary project teams and activities and overall administrative requirements, budgeting and fiscal management in support of contracts, cooperative agreements and contracts is required.
The ability to lead results-driven project teams and workgroups is required. Keyboarding (both speed and accuracy) and computer skills and use of advanced spreadsheet functions is required.
Budget oversight and statistical report requires a standard level of numerical skills.
Extensive knowledge and skills with computer software for data management and statistical analysis (SPSS, STATA, SAS, ACCESS and/or EpiInfo), Word Processing (Word), complex use of spreadsheets (Excel) is required for data management, analysis, interpretation and preparation of reports.
