    Division & Project Overview

  • The Quality and Performance Institute (QPI) is a division of URC that has implemented quality improvement and operations research programs in health care since 1981 and continues to be at the cutting edge of health care improvement work in countries around the world.

    Roles and responsibilities

    Program design and development

  • Provide technical support in developing and implementing monitoring and evaluation activities for national QI initiatives

  • Take lead in research and evaluation design of national QI projects

  • Innovate and roll out new techniques for evaluating impact of QI interventions

  • Coordinate partner joint reporting initiatives and evaluations

  • Advise USAID partners and Ministry of Health on appropriate evaluation approaches for national collaboratives

  • In collaboration with the relevant staff, ensure monitoring and evaluation components are well integrated in the program designs.

    Monitoring and Evaluation

  • Track progress of results from QI projects in collaboration with the technical team and advise on improvement strategies

  • Maintain a functional QI database alive to the changing needs of partners, and national collaboratives.

  • Assist with the evaluation of current indicators and the identification of new ones.

  • Strengthen and support both internal and external evaluation processes for supported RHITES-North, Acholi Activity.

  • Monitor data entry process and ensure programmes are utilizing the relevant databases.

  • Ensure the Activity staff are using data collected to make informed and timely decisions related to the programme implementation

  • Take overall responsibility in validation of 25% of the quality improvement indicators, compilation, analysis, storage and reporting and ensuring other contractual obligation related to validation of data are met.

  • Provide need-based support to the RHITES -N Acholi Monitoring and Evaluation team.

    Capacity building and training

  • Support RHITES-North, Acholi and partner staff to increase their technical capacity in the area of monitoring, evaluation and operational research.

  • Support partners in utilizing quality improvement tools.

  • Ensure that all the technical staff understand their indicators, are able to use databases properly and are collecting quality data.

    Reporting Responsibilities

  • Assist in the compilation of reports including but not limited to weekly, quarterly, semi-annual and annual reports, and other adhoc reports as required.

  • Assist with the reviewing regular programme reports prepared by programme staff for submission to stakeholders.

  • Support the management of the national QI database including front and backend management.

    Other Responsibilities

  • Support internal and external program evaluation activities

  • Perform any other duties as assigned by the supervisor or requested by the M/E team.

  • Required Qualifications, Experience and Competences

  • Master’s degree, in either public health, demography, epidemiology, biostatistics or a related field.

  • 7 years progressive years of relevant work experience and a proven track record.

  • Proven data management and health programming experience and knowledge and adequate research skills including, usage experience of statistical software.

  • Adequate information technology experience including managing virtual learning platforms.

  • A strong team player with excellent interpersonal skills and the ability to work in a high profile, fast-paced environment.

  • Strong written and oral communication skills with a demonstrated ability to review, synthesize information and produce quality reports

  • Proven self-starter and ability to work with limited supervision.

  • Flexibility to travel on a regular basis.
