There is an outstanding opportunity for a Director of Strategic Information (DSI) with I-TECH South Africa located in Pretoria, South Africa.

The International Training and Education Center for Health (I-TECH) is a center in the University of Washington’s Department of Global Health that works in partnership with the University of California, San Francisco.

I-TECH has projects in more than 20 countries, and its worldwide staff work with local ministries of health, universities, non-governmental organizations, medical facilities, and other partners to support efficient, well-ordered health care systems that provide high quality care to all citizens.

This position is located at I-TECH South Africa located in Pretoria, South Africa. I-TECH South Africa’s goal is to improve the effectiveness, efficiency, and sustainability of South African national HIV, sexually transmitted infections and tuberculosis response.

The DSI will work to improve the quality of I-TECH South Africa’s programs as well as administration and management of practices in the country office.

With the support of the Country Director, the DSI will work to assure M&E integration in all areas of technical assistance, offer leadership to further develop Quality Improvement systems, and Informatics Systems across all activity areas and collect appropriate information on all PEPFAR activities.

He/she will provide leadership to the Strategic Information (SI) Team which compromises of the Monitoring & Evaluation (M&E), Research, and Informatics Units. In this role he/she will support country.

Responsibilities:

  • Provide supervision to and direct the South Africa Strategic Information team
    Clarify objectives, develop indicators (both process and outcome), identify and/or develop M&E tools for specific activities in the field, and/or data analysis
  • Identify program areas that would benefit from enhanced strategic information analysis, visualization and dissemination
  • Make program recommendations based on data from the I-TECH, South Africa program and drawing from lessons learned I-TECH wide
  • Provide leader ship with regards to Research and Evaluation Implementation
  • Assist in scale-up and strengthening of I-TECH programs building on principles of quality management.
  • Lead the development and roll out of national Informatics Systems
  • Provide Strategic input and advice to the Country Director as part of the Senior Management Team
  • Develop results-based management and M&E frameworks and ensure relevance to evolving goals and objectives of I-TECH country programs
    Provide input for Program Improvement and implementation
  • Work with I-TECH staff and partners to collect data needed for reporting on training and education activities
  • Problem solve delays in data collection and provide leadership in implementing solutions
  • Provide leadership to ensure data is analyzed, reported, and used
  • Support project wide initiatives, such as knowledge management, progress towards objectives meetings, and program standards
  • Liaise with local and regional groups working on international M&E issues
  • Attend staff meetings across country projects to collect and archive information relevant to program evaluation and continuous quality improvement needs.
  • Create, monitor and manage the budgets for the SI unit

    Reporting Responsibilities:

  • Lead the process of developing quarterly and annual status reports on indicators in collaboration with the technical team
  • Summarize updates in PowerPoint and other presentation formats as necessary
  • Lead IRB submissions, updates and amendments

    Requirements:

  • Master’s degree, in either Public Health, Demography, Epidemiology, Biostatistics, Research or a related field
  • 10 years of proven M&E, data use
    & management and health programming experiences.
  • Knowledge of statistical analysis, quantitative and qualitative data collection and analysis.
  • Experience with geographic information systems (GIS), data visualization and infographic software
  • Experience submitting IRB applications.
  • Experience in developing evaluation frameworks, conducing operational research and public health evaluations.
  • Experience in training and providing technical support to health professionals in M&E methodologies and tools.
  • Strong written and oral communication skills
  • Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

    Working Environmental Conditions

    This full time position is based at the I-TECH offices in Pretoria South Africa. The DSI requires occasional participation in early morning and late evening telephone conference calls in order to accommodate time zone differences between Seattle and its I-TECH South Africa.

    I-TECH operates within a grant-funded environment. Due to this, the total amount of this position’s FTE may fluctuate based on program funding and needs.
