Org. Setting and Reporting

  • In February 2013, 11 nations signed the PSCF and on 31 January 2014, two more countries became signatories. The Framework aims to help “address the root causes of conflict and put an end to recurring cycles of violence” in eastern DRC and the Great Lakes region of Africa. It represents a renewed drive by the States to end the cycles of devastating conflict which impact stability and development in the region.

  • The African Union (AU), the International Conference on the Great Lakes Region (ICGLR), the Southern African Development Community (SADC), and the United Nations serve as PSCF Guarantor Institutions.

  • In its Resolution 2098 (2013), the United Nations Security Council welcomed the signing of the PSCF. It called on the Special Envoy of the Secretary-General for the Great Lakes Region, in coordination with the Special Representative of the Secretary-General for the DRC and Head of MONUSCO, to “lead, coordinate and assess the implementation of national and regional commitments under the PSCF, including through the establishment of benchmarks and appropriate follow-up measures.”

  • The Council further encouraged the Special Envoy to “lead a comprehensive political process that includes all relevant stakeholders to address the underlying root causes of the conflict” in the region.

  • This position is in the Office of the Special Envoy of The Secretary-General for the Great Lakes in Nairobi and the selected candidate will report directly to the Special Envoy.

  • This is a Fixed Term Job Opening and the selected candidate will serve for an initial period of one year, with a possibility of further extension.

  • Nairobi is classified as a "B" hardship duty station and a family duty station.

    Responsibilities

  • Within delegated authority, the Senior Staff Assistant will carry out a broad range of duties in support of the management and functioning of the Office of the Special Envoy of the Great Lakes Nairobi.

    These duties include, but are not limited to, the following:

  • Assists in the overall administration of the mission, provides substantive and administrative support in managing priorities and workflow in the front office of the SESG, coordinates multiple and diverse activities and work processes to ensure management of directives and decisions.

  • Provides administrative support to the organization of conferences and meetings, including procurement, liaison with participants etc.

  • Handles a wide range of administrative duties and processes, including administrative support to all of the SESG’s engagements, leave requests, attendance records, timesheets, travel arrangements, visa applications, expense statement, telecommunications charges, equipment purchase, service sand supply requisitions, conference rooms booking, etc.

  • Serves as communications link between supervisor and senior staff on behalf of supervisor.

  • Screens and prioritizes all incoming correspondence, compiles relevant background documents and references, identifies issues requiring the SRSG's
    attention and refers others to relevant officers for appropriate disposition, monitors and follows-up on actions to be taken.

  • Performs other duties as assigned.

    Planning and organizing:

Allocates appropriate amount of time and resources for completing work. Foresees risks and allows for contingencies when planning. Monitors and adjusts plans and actions as necessary. Uses time efficiently.

    Education

  • High school or equivalent diploma is required. Technical or vocational certificate in administrative services, finance, human resources, business administration or personnel management is a requirement.

    Work Experience

  • At least eight (8) years of progressively responsible experience within the United Nations system, public authorities or other international organizations in the field of administrative services, or in a related field is required.

  • At least three years of experience working in the office of a senior public official and/or as Personal Assistant to a senior public official is required.

  • Experience working in the front office of a Special Representative or Special Envoy of the Secretary-General or similar high-ranking official is required.

  • Experience working in a UN Special Political Mission, UN Peacekeeping Operation, or other UN field operation or similar international organization is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English and French is required.
