Org. Setting and Reporting

  • The United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. UN-Habitat helps the urban poor by transforming cities into safer and healthier places with better opportunities. It works with organizations at every level, including all spheres of government, civil society and the private sector. This position is located in Geneva under the Office of the Executive Director.

  • Under the supervision of the Deputy Executive Director, the incumbent's responsibilities will be:

    Responsibilities

    Representation, liaison and reporting:

  • Represent UN-Habitat in meetings and official functions as directed, including, UN Geneva based entities and the permanent donor missions in Geneva;

  • Provide periodic reports on inter-agency meetings, policies, programme implementation and matters of strategic nature.
    Inter-agency collaboration and partnerships:

  • Provide strategic oversight and leadership to the agency's participation in relevant IASC working groups, bodies and task forces; provide inputs to mainstreaming the sustainable urbanization and urban poverty agenda in the policies and programmes of other UN Geneva based agencies.

  • Provide strategic oversight related to other liaison and representation functions outside Geneva, as and when directed by the Executive Director.

    Policy dialogue and advocacy:

  • Work directly with the Emergency Director to develop and implement UN-Habitat humanitarian policies and strategies; undertake a policy dialogue with all stakeholders to promote a positive view of UN-Habitat's campaigns, policies, programmes and projects;

  • Assist in mobilizing both financial support and participation in major UN-Habitat conferences and events. ; Programme management: Manage Geneva Office programme activities and staff;

  • Provide updated analysis of urbanization related trends and related strategies, including disaster risk reduction activities.

  • Develop and coordinate implementation of organization-wide policy initiatives. Facilitates collaboration across organizational units to support common objectives, methods, and the application of standards.

    Resource mobilization:

  • Liaise with key donor agencies and Geneva based missions to secure funding for both core and recurrent functions and operations;

  • Gain support from financial institutions, foundations, philanthropic and corporate social responsibility divisions and departments of large companies; collaborate with non-governmental organizations;

  • Support the development of donor communications materials including an annual report, country donor briefs and web stories; providing briefings to senior management on donor related issues.

    Human resource, finance and administrative management:

  • Oversee and manage human resource, finance and administration operations of the Office;

  • Manage recruitment, monitor and set targets for staff performance;

  • Manage office and programme funds and provide periodic reports.

  • Perform other related duties as required.

    Education

  • Advanced university degree (Master’s degree or equivalent) in development studies, social sciences, economics, law or related area is required.

  • A first-level university degree in combination with two (2) years of qualifying work experience may be accepted in lieu of the advanced university degree.

    Work Experience

  • A minimum of ten (10) years in development related policy and/or programme management; partnership building and resource mobilization in the context of development cooperation or related area, is required.

  • Work experience in human rights, political affairs, international relations, law or related area is required.

  • Experience with interorganizational collaboration in the development sector is desirable.

  • Field experience in development cooperation and/or programme management is desirable.

  • Experience in the United Nations system or a comparable international organization is desirable.

  • Work experience in administration, budget, finance, human resources management or related field is desirable.

    Languages

  • English and French are the official working languages of the UN Secretariat. For the post advertised, fluency in oral and written English is required, working knowledge of French is highly desirable. Knowledge of other official UN languages is an added advantage

  • NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.
