Org. Setting and Reporting

  • ECA's mission is to deliver ideas and actions for an empowered and transformed Africa; informed by the 2030 Agenda and Agenda 2063.

  • The mission will be guided by ECA's five new strategic directions which are: advancing ECA's position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent's problems and take local solutions to the continent; developing macroeconomic and structural policy options to accelerate economic diversification and job creation; designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; advocating Africa's position at the global level and developing regional responses as a contribution to global governance issues.

  • The position is located in the Strategic Planning, Oversight and Results Division (SPORD) of ECA. The Programme Management Officer will report to the Chief, Monitoring, Reporting and Evaluation Section of SPORD. The Programme Management Officer will undertake monitoring, reporting and evaluation tasks and strategic planning, programme and project management responsibilities.

    Responsibilities

  • Within delegated authority, the Programme Management Officer will be responsible for the following duties:

    • Supports the work on monitoring, reporting and evaluation of programmes, projects and activities;

    • Contributes to the development, planning and implementation of assigned programmes/projects, etc.; follows-up, monitoring and analyzes of programme/project development and implementation; reviews related documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions;

    • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.

    • Researches, analyzes and presents information gathered from diverse sources.

    • Assists in policy analysis, preparations and reviews including on issues and trends, preparation of research reports, and studies; undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.

    • Prepares various written inputs into planning, reporting and evaluation frameworks, background papers, reports including those requested from UN Headquarters, studies, publications, and any other relevant ones.

    • Provides substantive support to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations, servicing them, etc.

    • Supports outreach activities, participates in training workshops, seminars, etc.; makes presentations on assigned topics/activities.

    • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.

    • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.)
    and prepares related documents /reports.

    • Performs other duties as required.

    Competencies

  • Professionalism: Knowledge and understanding of theories, concepts and approaches relevant to particular sector, functional area or other specialized field. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities.

  • Teamwork: Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.

  • Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

    Education

  • An advanced university degree (Master’s or Doctorate degree, or equivalent) in business or public administration, management, economics, development studies, political science, social sciences or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

    Work Experience

  • A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.

  • Progressively responsible experience in monitoring, reporting and evaluation field, with sound knowledge of strategic planning, project or programme management issues is required.

  • Experience working in an international context or multilateral institution is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
