About the Job
The Finance and Budget Officer provides strategic, technical, and operational support in budgeting, financial management, grants management, voluntary contributions, and implementing partner oversight in compliance with UN Financial Regulations and IPSAS.
Responsibilities
Budgeting
Provide input into strategic planning, results‑based budgeting, and resource allocation.
Review and analyse cost estimates and budget proposals.
Support intergovernmental and inter‑agency processes.
Monitor budget implementation and recommend corrective actions.
Prepare budget performance reports with variance analysis.
Manage staffing table and monitor financial implications.
Implement cost recovery mechanisms and reconcile receivables.
Accounting, Grants & Voluntary Contributions
Review and validate contribution agreements.
Monitor accounts receivable and apply financial treatments.
Provide expert advice on grants management and compliance.
Ensure IPSAS‑compliant recording and reporting of transactions.
Support audits and respond to observations.
Review reconciliations and resolve discrepancies.
Contribute to accounting policy and internal control development.
Implementing Partner Management
Oversee financial management of implementing partner agreements.
Review and approve transactions for accuracy and eligibility.
Monitor partner financial reports and recommend corrective measures.
Strengthen financial assurance frameworks and risk assessments.
Ensure disbursements align with approved work plans.
General
Analyse financial and operational reports to identify trends.
Provide advisory support on financial policies and efficiency.
Maintain accurate accounting records and audit trails.
Respond to queries from
management and auditors.
Supervise staff, provide training, and monitor performance.
Act as quality assurance and knowledge focal point.
Collect and analyse data for decision‑making and reporting.
Competencies

Teamwork – Collaborative approach, valuing input and shared responsibility.
Qualifications
Advanced university degree (Master’s or equivalent) in Business Administration, Finance, or related field.
First‑level degree with 2 additional years of experience may be accepted.
Completion of data analytics/business analytics programs desirable.
Job‑Specific Qualification
Professional qualification from ACA, ACCA, CPA, or CIMA required.
Experience
Minimum 5 years of progressively responsible experience in finance, administration, or budget.
Supervisory experience with performance management required.
Experience with SAP ERP required.
Experience with IPSAS framework required.
Experience in implementing partner management, grants, trust funds, and donor financial reporting required.
2+ years of experience in data analytics desirable.
Languages
English required.
French desirable.
