Org. Setting and Reporting

  • This position is located within United Nations Mission in South Sudan (UNMISS), Juba. Juba is classified in the "E" category and as a non-family duty station. The Staff Welfare Officer reports to the Chief Service Delivery.


    Within delegated authority, the Staff Welfare Officer will perform the following duties:

  • Design, develop, implement and manage projects/programmes to improve the living and working conditions of staff members and create an environment that enables staff members to achieve the right work/life balance.

  • Promote the creation of a caring environment where staff members genuinely feet that their well-being is given due importance.

  • Spearhead staff welfare activities in the Mission through Welfare Committees; pro-actively solicit views of constituents and organize welfare activities of interest to the constituents. In this regard, promote the creation of a culture where staff members are encouraged to actively participate in welfare activities and contribute towards the well-being of the communities they live in.

  • Ensure that welfare activities are conducted in accordance with DOS Standard Operating Procedure on Welfare and Recreation of 1 January 2021, as well as Mission-specific Standard Operating Procedures and guidelines.

  • Draw up a well-balanced Annual Welfare & Recreation Work Plan for all Mission locations and follow up on the implementation of the plan.

  • Work with the relevant stakeholders and ensure that facilities are made available for welfare activities and ensure their on-going upkeep and maintenance.

  • Manage the concessions contracts, e.g., PX, Cafeterias, Commercial Internet Services, etc., and ensure that they meet performance expectations. Ensure that contributions from these concessions are accurately determined and collected in a timely manner,

  • Ensure that welfare funds including budget allocations, funds generated from operation of concessions and welfare activities, are managed in accordance with sound financial management principles, UN Financial Regulations and Rules and Mission guidelines.

  • Take the lead in procurement of welfare goods and services, including developing scopes of work, specifications and technical evaluation of bids. Coordinate logistics and delivery of welfare equipment and supplies to field locations.

  • Monitor and report the unit expenditures to ensure efficient use of welfare goods and service.

  • Coordinate with the focal points of other stakeholders such as UN Agencies, Funds and Programmes all welfare activities.

  • Create and maintain a website on the Mission intranet to publish schedule of welfare activities, articles on health and well-being and matters of topical interest.

  • Work closely with Welfare Officers of T/PCCs and provide technical support and advice, as necessary.

  • Coach, mentor and develop the Welfare Unit staff and provide them the necessary guidance and leadership.

  • Develop regular recreational activities for staff (such as outings, film nights and other social events) and work in partnership with administration to secure a staff recreation space and gym.

  • Organizes memorial services for international civilian staff in cases of death in the mission area
    and acts as focal point/resource person for the bereaved families.

  • Participates in developing the expertise, profile, and capacity of the Welfare Unit by identifying funding opportunities.

  • Perform other relevant duties as requested by the Chief Service Delivery.

  • Client Orientation: Considers all those to whom services are provided to be"clients" and seeks to see things from clients' point of view; Establishes and maintains productive partnerships with clients by gaining their trust and respect; Identifies clients' needs and matches them to appropriate solutions; Monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems; Keeps clients informed of progress or setbacks in projects; Meets timeline for delivery of products or services to client


  • Advanced university degree (Master's degree or equivalent), preferably in management, public or business administration or a related area. A first level university degree with an additional two years of experience may be accepted in lieu of the advanced university degree.

    Work Experience

  • At least seven years of progressively responsible experience in delivering large scale corporate and welfare events in an international organization is required.

  • Experience in organizing conferences and management of leisure facilities is required.

  • At least two years’ work experience in a United Nations field mission or other similar operation is required.

  • Experience working with civilian and uniformed leadership to improve the wellbeing of all personnel is desirable.


  • English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in oral and written English is required.
