Org. Setting and Reporting

  • ECA’s mission is to deliver ideas and actions for an empowered and transformed Africa; informed by the 2030 Agenda and Agenda 2063.

    The mission will be guided by ECA’s five new strategic directions which are:

  • Advancing ECA’s position as a premier knowledge institution that builds on its unique; position and privilege to bring global solutions to the continent’s problems and take local solution to the continent;

  • Developing macroeconomic and structural policy options to accelerate economic diversification and job creation;

  • Designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus;

  • Advocating Africa’s position at the global level and developing regional responses as a contribution to global governance issues.

  • The Technology Climate Change, and Natural Resource Management Division (TCND) is headed by a Director and is accountable to the Deputy Executive Secretary (Programme).

  • The Division is responsible for supporting the efficient management of natural resource endowments; reducing the negative impacts of climate change by moving towards green transitions and climate-resilient development and harnessing new technologies in the context of sustainable development.

  • It is divided into three main sections: Climate Change; Green and Blue Economy and Technology and Innovations.

  • The management of natural resources is a cross cutting theme across the Division.

  • The position is located in Technology, Climate Change and Natural Resources Division (TCND) at the United Nations Economic Commission for Africa (ECA).

  • The incumbent works under the direct supervision of the Director, TCND.


  • Within the delegated authority, the Senior Regional Advisor will be responsibility for the following duties:

  • Provide technical advisory services on policies and strategies relating to the enhancement of natural capital including through policy analysis and dissemination of frameworks and guidelines.

  • Support member States through policy analysis and development of appropriate frameworks to promote natural capital, natural resources-based industrialization taking into account environmental sustainability, infrastructural needs, job creation requirements and public-private sector collaboration.

  • Develop institutional capacity for management of natural capital in ECA member States through the design of structures, the ability to assess risks and challenges and to monitor and evaluate outcomes according to specified indicators.

  • Design frameworks and guidelines for natural capital in ECA member States and their institutions including through the preparation of position papers and technical studies based on ECA analytical work.

  • Enable member States to harmonize their strategies for natural capital and natural resource management in the context of regional integration programmes and through the identification of potential forward and backward linkages and other related processes.

  • Support member states to build climate resilience by factoring in the value of their natural capital into their national development strategies.

  • Perform other duties as assigned.

  • Advanced university degree (Master's degree or equivalent) in Economics, Macro-Economic policies, Environmental Economics, Development Economics, or a related field is required.

  • A first-level or advanced degree (Bachelor’s, Master’s or Doctorate degree, or equivalent) in any fields of studies with two additional years of relevant work experience may be accepted in lieu of an advanced university degree in the specified fields of studies.

    Work Experience

  • A minimum of ten years of progressively responsible experience in the field of economics of natural resource management, or economics of eco-system services gained through research and the provision of related advisory services at national, regional and international levels is required.

  • Experience in African economics is desirable.


  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in either language is required. Knowledge of the other is desirable.

  • Knowledge of another official United Nations language is an advantage.
