United Nations Environment Programme Social & Environment Safeguards expert Jobs in Kenya
Duties and Responsibilities
Provide guidance and support to the national Gender and Safeguards Officer, Project Manager, and implementing partners in overseeing safeguards instruments and Gender Action Plan (GAP).
Update the ESMS with findings from conflict sensitivity assessment and renewed screening of safeguards risks.
Develop an ESS Monitoring Plan for tracking emerging risks and compliance with ESMS.
Coordinate development of site‑specific ESMPs, guidelines, and designs to embed safeguards and mitigation measures.
Develop project guidance, awareness materials, and tools to comply with ESMS and ESMPs.
Support operationalization of a project‑specific Grievance Redress Mechanism (GRM), sensitive to SEAH cases, aligned with URT, UNEP, and GCF mechanisms.
Support operationalization of the project SEAH Protocol, including training and compliance with GCF Gender and SEAH policies.
Conduct annual project visits to Kigoma with PMU and Gender/Safeguards Officer to oversee adherence to ESMS, screen activities for risks, monitor safeguards, GRM, SEAH prevention, and GAP implementation.
Report findings of annual safeguards missions and propose adjustments to ESMS and ESMP.
Review semi‑annual safeguards reports and provide inputs to Annual Performance Reports.
Contribute to addressing Government, UNEP, and GCF queries on safeguards.
Provide updates during monitoring missions, mid‑term and terminal evaluations.
Compliance Requirements
Refrain from conduct incompatible with UN, Government, or UNEP objectives.
Ensure compliance with Anti‑Fraud and Anti‑Corruption frameworks of URT, UN Secretariat, and GCF Policy on Prohibited Practices.
Ensure compliance with policies on sexual exploitation, abuse, and harassment.
Implement
project activities in compliance with PCA, UNEP ESES Framework, and GCF Environmental and Social Safeguards.
Reporting Lines
Reports to UNEP CCAU Task Manager and Project Manager of PMU.
Qualifications / Special Skills
Advanced University education (MSc or PhD) in natural resource management, biodiversity, climate change adaptation, ecosystem management, or related disciplines.
Bachelor’s degree with two additional years of qualifying experience may be accepted in lieu of Master’s.
Minimum 7 years in senior technical positions in institutional strengthening, capacity building, and technical support to climate/environmental projects.
At least 5 years of professional experience managing environmental and social safeguards, focused on ecosystem rehabilitation and/or climate change adaptation.
Proven experience in developing safeguard instruments.
Experience with GCF, GEF, Adaptation Fund, or similar donor‑funded projects is desirable.
Languages
Fluency in oral and written English required.
