United Nations Environment Programme Programme Evaluation Specialist Jobs in Kenya



Job Purpose

  • Conduct Mid‑Term Reviews (MTRs) of four GFCR blended finance programmes (Philippines, Indonesia, Bahamas, Mesoamerican Reef).

  • Provide evidence‑based assessments of programme progress, impacts, management effectiveness, and lessons learned.

  • Report to the Programme Management Officer, Marine and Coastal Ecosystem Unit, under guidance of the Chief of the Unit.

    Responsibilities

    Inception Phase

  • Prepare inception report and methodology for MTRs.

  • Define objectives, scope, survey questionnaires, interview guides, and evaluation criteria.

  • Refine scope and workplan; incorporate feedback from UNEP and GFCR Global Team.

    Desk Review & Surveys

  • Conduct desk reviews of programme status and stakeholder mapping.

  • Carry out online surveys and interviews with stakeholders.

  • Prepare reports and milestone discussions with GFCR Global Team.

    Evaluation Missions

  • Prepare mission plans with Convening Agents.

  • Interview stakeholders (government, local communities, beneficiaries).

  • Conduct field visits to assess programme impacts.

  • Prepare mission reports for each programme.

    Draft & Final MTRs

  • Prepare draft MTRs including progress reviews, impact analysis, lessons learned, and recommendations.

  • Revise and finalize MTRs based on UNEP and GFCR Global Team feedback.

  • Present results, lessons, and recommendations to UNEP, GFCR Global Team, and GFCR Executive Board.

    Qualifications & Special Skills

  • Advanced university degree (Master’s or equivalent) in Environmental Sciences, Public Policy, Sustainability, Management, or related field required.

  • First‑level degree with relevant experience may be accepted.

  • At least 10 years’ experience in environment and biodiversity project/programme management, evaluations, and reviews required.

  • Experience in blended finance management and monitoring required.

  • Experience in monitoring and evaluation required.

  • Experience with multi‑disciplinary teams required.

  • Experience in coral reef or coastal/marine ecosystem projects desirable.

  • Experience with international organizations desirable.

    Languages

  • Fluency in oral and written English required.

  • Knowledge of French desirable.
