United Nations Environment Programme Finance & Budget Officer Jobs in Kenya; Support UNEP’s OzonAction Branch in financial management, budget administration, and donor reporting. Provide corporate guidance, oversee contributions and grants, manage ERP processes, and ensure compliance with UN financial standards and audit requirements.
Key Responsibilities
Financial Management
Provide corporate guidance to finance staff, issue policies, and monitor compliance.
Oversee processing of pledges, invoices, and contributions in line with governing body decisions.
Manage grants and monitor financial life cycles, cash balances, and donor reports.
Liaise with auditors, coordinate requests, and follow up on audit recommendations.
Review donor and Implementing Partner agreements.
Certifying Officer Functions
Review cost estimates and budget proposals for extra‑budgetary activities.
Support managers in resource requirement submissions.
Provide input into programme budget implications and secure approvals.
Budget Administration
Issue allotments and redeploy funds as necessary.
Monitor expenditures and recommend reallocations.
Administer extra‑budgetary resources, review agreements, and ensure compliance.
Prepare documentation for budget performance submissions and reports.
Lead annual financial progress reporting and manage audit processes.
General
Stay updated on UN financial guidelines and ensure compliance.
Supervise subordinate staff as required.
Collect and analyze financial data, prepare visualizations for decision‑making.
Perform other related duties as assigned.

Education
Advanced university degree (Master’s or equivalent) in Business Administration, Finance, Accounting, or related field required.
First‑level degree plus two (2) additional years of relevant experience may be accepted.
Completion of programs in data analytics, business analytics, or data science desirable.
Job‑Specific Qualification
CPA, ACCA, or similar finance/accounting certification desirable.
Work Experience
Minimum 5 years’ progressively responsible experience in accounting, finance, budget, or administration.
Experience preparing/analyzing financial statements under IFRS or IPSAS required.
Experience with SAP or other ERP systems required.
Experience with data analysis, reconciliations, and reporting using Excel required.
Experience managing Implementing Partners, audits, or financial spot checks desirable.
Experience with Grantor Management Module desirable.
Experience in international organizations (e.g., UN) desirable.
2 years or more of experience in data analytics desirable.
Languages
Fluency in English required.
French desirable.
