United Nations Environment Programme Evaluation Consultant Jobs in Kenya



Job Purpose

  • Manage the evaluation of the UNEP/GEF project creating the Conkouati‑Dimonika protected area complex.

  • Provide overall management of the evaluation, data collection, analysis, and report writing.

  • Ensure independence and confidentiality throughout the evaluation process.

    Specific Responsibilities

    Inception Phase

  • Conduct preliminary desk review and introductory interviews.

  • Draft reconstructed Theory of Change.

  • Prepare evaluation framework, desk review, interview, and survey protocols.

  • Develop criteria for country/site selection.

  • Plan evaluation schedule and prepare Inception Report.

    Data Collection & Analysis Phase

  • Conduct desk reviews and in‑depth interviews with agencies, partners, and stakeholders.

  • Undertake evaluation missions to project sites, ensuring independence and confidentiality.

  • Report progress regularly to Evaluation Manager and Task Manager.

    Reporting Phase

  • Draft Main Evaluation Report, ensuring coherence and consistency.

  • Liaise with Evaluation Manager on comments and finalize report.

  • Prepare Response to Comments annex.

  • Draft Evaluation Brief (2‑page summary) if agreed.

    Managing Relations

  • Maintain positive relationships with stakeholders while ensuring independence.

  • Communicate promptly with Evaluation Manager on issues requiring attention.

  • Sign Evaluation Consultant Code of Conduct Agreement Form.

    Qualifications & Special Skills

  • Advanced university degree (Master’s or equivalent) in Environmental Sciences, International Development, or related political/social sciences required.

  • First‑level degree plus two additional years of experience may be accepted.

  • Minimum of 9 years’ technical/evaluation experience, preferably with large, regional, or global programmes using Theory of Change.

  • Broad understanding of community‑based natural resource management and/or protected areas management desirable.

  • Knowledge of the UN system and UNEP’s work desirable.

    Languages

  • Fluency in English and French required.
