United Nations Environment Programme Consultant - Terminal Review Jobs in Kenya


Job Purpose

  • Conduct a terminal review of the UNEP/GEF project, ensuring findings are based on desk reviews, interviews, and other data collection tools.

  • Provide high‑quality deliverables in line with UNEP Evaluation Office standards.

    Scope of Work

    Desk Review

  • Review project documents and appendices (CEO endorsement, PCAs/ICAs, workplans, budgets, supervision plans, revisions).

  • Analyze Theory of Change, problem tree, and logical frameworks.

  • Review project reports (progress, PIRs, expenditure, audits, inventory, partner reports, meeting minutes, correspondence, tracking tools).

  • Examine evaluations/reviews of similar projects.

  • Use UNEP/GEF guidance documents relevant to management‑led reviews.

    Interviews

  • Conduct interviews with UNEP Task Manager and team, Administrative Officer, project steering committee, and key stakeholders (government agencies, private sector, academia, CSOs, NGOs).

    Other Data Collection Tools

  • Undertake country visits if necessary and agreed with Task Manager.

  • Apply triangulation techniques to validate findings.

    Performance Indicators

  • Submission of three deliverables in accordance with deadlines.

  • Reports considered high‑quality by UNEP, benchmarked against other terminal reviews.

    Qualifications & Special Skills

  • Master’s degree in Energy, Environmental Sciences, Engineering, International Development, or related field required.

  • First‑level degree plus two additional years of experience may
    be accepted.

  • Minimum 5 years’ technical/evaluation experience, preferably with large, regional, or global programmes using Theory of Change.

  • Experience drafting project proposals and assessing project documents (concepts, progress reports, work plans, budgets, expenditure reports) required.

  • Experience with GEF or UNEP projects desirable.

  • Experience with multilateral/bilateral funding entities in environment, climate finance, climate change, sustainable mobility, or development desirable.

  • Understanding of climate change conventions, GHG inventory, and MRV desirable.

    Languages

  • Fluency in English required (oral and written).

  • Knowledge of French desirable.
