Org. Setting and Reporting

  • The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's Policy and Programme Division performs strategic planning, coordination and monitoring of UNEP's programmes as well as coordinates UNEP's engagement with the wider UN system and global processes.

  • This position is located in the Programme Performance Support Unit in the Policy and Programme Division of UNEP, Nairobi duty station. The Associate Programme Officer will report to the head of unit. The focus of this job is to contribute to effective implementation, monitoring and reporting with regard to UNEP's programmes, decisions of UNEP’s Governing Bodies, operations, and other activities. The incumbent will be responsible for the following duties:

    Responsibilities

    • Contribute to work on monitoring implementation of UNEA resolutions, including through the UNEA Monitoring and Reporting Portal, by coordinating reporting, analysing data, and providing client support for Secretariat teams and for Member States Voluntary Reporting.

    • Contribute to the regular corporate reporting for results exercises, including through draft calls for inputs and liaison with various teams across the organisation, as well as collection, review and analysis of performance and results information received on implementation Programme of Work activities and resolutions/decisions of UNEP Governing Bodies.

    • Contribute to the UNEP Open Data and IATI reporting functions and work on improving and integrating programme performance related data platforms. Carry out basic research on selected aspects of programmes, operations, and other activities.

    • Participate in survey initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyses, and interprets responses, identifies problems/issues and prepares preliminary conclusions.

    • Contribute to the preparation of various written outputs, e.g. draft reports, briefing notes, background papers, analytical notes, and presentations.

    • Provide administrative and substantive functions to consultative and other meetings, events linked to the work plan, to include proposing agenda topics, identifying and proposed participants, preparation of background documents, presentations and records, handling logistics.

    • Undertake outreach activities; participates in the development of training; prepares and makes presentations on assigned topics/activities. Assists with collection and development of technical content for outreach and communication of UNEP results, in collaboration with the Communications Division.

    • Participate in meetings and field missions, including provision of substantive and administrative, functions data collection.

    Perform other related duties as required.

    Competencies

    • Professionalism: Knowledge and understanding of theories, concepts and approaches relevant to the environmental dimension of the 2030 Agenda for Sustainable Development, taking into account universality and integration; and the inter-linkages of the 2030 Agenda with other international and regional policies related to sustainable development. Experience working at national and regional levels, delivering support to member states and working with diverse partners.

  • Proven ability to communicate clearly the inter-linkages of diverse sustainable development issues and the use of integrated approaches that balance the environmental, social and economic of sustainable development. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use
    of environmental, social, and economic data and information to draft policy briefs and other reports for decision making.

    Education

  • Advanced university degree (Master's degree or equivalent) in international relations, environmental policy/science, business administration, project planning and management, or related disciplines, is required. A first level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

    Work Experience

  • A minimum of seven years (7) of progressively responsible experience working in policy, inter-governmental and inter-agency activities related to sustainable development, programme planning or related area, is required.

  • Working experience in an international organization such as the United Nations or similar is desirable.

  • Working experience on 2030 Agenda and Sustainable Development Goals is desirable.

  • Work experience in regional/country level environmental programming and planning is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Working knowledge of other UN official languages is desirable.

  • NOTE: 'Fluency' equals a rating of 'fluent' in all four areas (speak, read, write and understand) and 'Knowledge of' equals a rating of 'confident' in two of the four areas.
