Org. Setting and Reporting

  • The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The position is located in the Land, Housing & Shelter Section of the Urban Practices Branch (UPB) with the Global Solutions Division.

  • The Land, Housing and Shelter Section aims to develop, document, pilot/test and disseminate norms, standards, tools, methodologies, regulatory frameworks, operating procedures and practices at global, regional, national and sub-national levels in support of

  • The equitable supply of serviced land at scale;

  • Efficient and effective land management systems;

  • Freedom from arbitrary or forced eviction and the protection of security of tenure for all;

  • The progressive achievement of universal access to housing meeting the requirements for an adequate standard of living;

  • Participatory urban regeneration and slum upgrading.

  • The Section is also hosting the Global Land Tool Network (GLTN) Secretariat, a coalition of international partners aimed at securing land and property rights for all through promoting the continuum of land rights approach and the development of inclusive, gender-responsive and fit-for-purpose land policies, tools and approaches. The position is located at the Nairobi duty station and the position reports to the Programme Management Officer within the Land, Housing and Shelter Section (LHSS).


  • Within delegated authority, the Assistant Programme Officer will be responsible for the following duties:

    Responsibilities

    • Assists in the planning, development, implementation and evaluation of assigned land-related programmes/projects, etc.; assists in monitoring and analyzing programme/project development and implementation; assists in reviewing relevant documents and reports; assists in identifying problems and issues to be addressed and assists in proposing corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.

    • Assists in performing consulting assignments, in collaboration with the client, by assisting in planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.

    • Assists in the land-related researches, analysis and presentation of information gathered from diverse sources.

    • Assists in the development and implementation of inclusive, gender-responsive and fit-for-purpose land policies, tools and approaches and in related capacity development interventions.

    • Assists in policy development, including the review and analysis of land-related issues and trends, preparation of evaluations or other research activities and studies.

    • Assists in undertaking survey initiatives; in designing of data collection tools; in the review, analysis and interpretation of responses, identifying of problems/issues and in preparing conclusions.

    • Assists in the preparation of various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.

    • Assists in the conduct of consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

    • Assists in undertaking outreach activities; conduct of training workshops, seminars, etc.; and
    in making presentations on assigned topics /activities.

    • Assists in field missions, including in supporting provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.

    • Assists in coordinating activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and in preparing related documents/reports (pledging, work programme, programme budget, etc.).

    • Performs other duties as required.

    Competencies

  • Professionalism: Knowledge and understanding of theories, concepts and approaches relevant to land management and related tools and approaches. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities.

  • Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

  • Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

    Education

  • Advanced university degree in land management business administration, management, urban and rural development, social work and social science, public administration, economics, international development or a related field.

  • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

  • A minimum of two (2) years of progressively responsible experience in project or programme management in the land management sector or related area is required.

  • Experience with an international organization and/or United Nations is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Kiswahili/Swahili (both oral and written) is required.

  • NOTE: "fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.
