Project Context

  • The EU in partnership with the EAC has launch the Market Access Upgrade Programme (MARKUP) to support member countries improve market access of agro-food products to the EU and regional markets.

  • The MARKUP is structured around two intervention levels: the EAC Window and the Partner States Window with country specific projects.

  • UNIDO is the implementation partner for the Kenya-Partner States Window project, which aims to contribute to the economic development of the Kenya by increasing the value of both extra and intra-regional agricultural exports in selected horticulture sub sectors; (snow peas and peas, mangoes, passion fruit, chilies, herbs and spices, nuts).

  • Recent studies have analysed the reasons for low productivity and competitiveness in these value chains such as the need of specialized extension services and a diffuse lack of knowledge on appropriate good agricultural practices.

  • These value chains for exports are also lacking compliance with market requirements and standards.

  • National quality infrastructure have an advanced Quality Infrastructure, however some conformity assessment services are not yet fully recognized by the targeted international markets.

  • Building upon the success of the SMAP project to further strengthen the market potential of high value horticulture, the current project will address these challenges through an intervention, which aims to:

  • Improve the institutional and regulatory framework for better conformity assessment services in Kenya’s horticultural sector.

  • Increasing revenue and MARKUP for Kenya’s smallholder producers and enterprises in export-oriented horticulture sectors.

  • The Kenya MARKUP will focus on the horticulture sector and in particular, UNIDO’s component will address the challenges in the following value chains snow peas and peas, mango, passion fruit, chilies, herbs and spices and nuts.

  • Exact value chains and target locations will be determined done during the inception phase and after a detailed gap analysis.

  • The value chains and locations will be chosen out of the lists below.

  • The Kenya project is expected to work in up to 10 counties and in priority horticultural sectors.

    Main Functions

  • Under the supervision of the Project Manager and in cooperation with the project team, the National Project Coordinator (NPC) will perform the following main activities:

  • Develop schedules, arrangements and methods for the management of the implementation of the project, in consultation with project administrative service units at Hq;

  • Develop terms of reference (ToR) and ensure the required technical documents for technical meetings, workshops, seminars or trainings as required.

  • Assure, at the national level, the implementation of the technical activities of the Programme.

  • Analyze relevant national or international consultants’ reports and follow-up implementation of recommendations at national level.

  • Ensure the technical supervision of the missions of national and international technical experts.

  • Identify synergies, develop and maintain technical relations with other implementing agencies of MARKUP programme in Kenya and the region

  • Follow up delivery, installation and commissioning of technical equipment for laboratories and other technical structures.

  • Develop and manage partnerships with institutions of relevance to the project including, development agencies, the organized private sector, professional associations and farmers’ groups and identify other possible sources of co-financing

  • Serve as a resource for the project inception workshop,
    prepare the inception report and draft a detailed work plan for submission to the Project Steering Committee (PSC) for coordination, monitoring and guidance of the project.

  • Act as UNIDO focal point on the project technical committee

  • Ensure efficiency in management of project resources and assets and ensure full financial records are proper lodged and recorded.

  • Carry out project monitoring activities to project site according to schedule and evaluate progress against indicators

  • Perform other duties as assigned by the UNIDO Project Manager

    Minimum Requirements


  • Advanced university degree in agricultural or industrial engineering, agricultural economics, food science/technology, business administration or other discipline relevant to industrial development.


  • Fluency in written and spoken English and Swahili is required. Knowledge of another UN language is an asset.

    Field of Expertise

  • A minimum of 5 years professional experience in delivery of technical cooperation services for agribusiness and agroindustry development, and particularly in the horticulture sector.

  • Experience working with government and development agencies including the United Nations agencies in Kenya or similar countries in the region.

  • Knowledge of market oriented commodity value chains is essential.

  • Knowledge of quality infrastructure and food safety requirements for the horticulture sector desirable.

  • Knowledge of the international development agenda and strategic issues on climate change, gender parity and sustainable livelihoods

  • Proven communication and drafting skills, both written and verbal.

  • Excellent team player with the ability to work under pressure and meet strict deadlines;

  • Computer literate with experience in the usage of computers and office software packages (MS Word, Excel, etc.).
